WGL - Project Cost Engineer
Washington Gas has an immediate opening for a Project Cost Engineer to work with a team of Project Managers and Analysts to develop detailed cost estimates during all phases of a project including proposals, scope change and risks, throughout the program's/project's lifecycle.
You Will

Work with Project Manager, Engineering and Construction to develop and implement project cost and schedule baselines. Collaborate in providing estimate labor requirements, required equipment, material, contracted services costs, and other costs that will impact the project/program,

Support Project Managers by monitoring, tracking and reporting, actual versus planned project spend, cost variance and estimate to completion,

Maintain accurate records of project budget, spent, forecast costs and cost variance for multiple projects throughout project lifecycle,

Prepare construction cost estimates for Customers, ensuring that all expected required costs and durations are properly presented to the Customer for, review, approval and acceptance.

Liaise with Procurement, Sourcing or Contracts department providing support on the development, documentation, review and awarding of RFPs, RFIs, etc.,

Maintain cost estimating database and integrates additional project cost data from other sources, existing Work Management tools ( i.e. ARM) to develop reports, dashboards, KPIs etc.,

Prepare and maintain files (logs or Excel files) for Contractor project spend per Project, tracking, billed and unbilled status,

Maintain the documentation of data and any statistical arrangement used in various cost studies,

Participate with other departments to develop updated cost models or yearly cost memos. Formulas/Equations will be the basis for estimating costs for New Business Customers projects, Contractor performance and yearly construction projects.

Highlighting in a timely manner, the areas of concern for potential cost overruns or under-spends, propose actions or solutions where possible with the aim of maintaining expenditure within budget.
You Have
-
Bachelor's Degree Engineering, Construction, Finance, Business, Project Management preferred

3+ Years career experience with demonstrated of Cost Engineering in utilities or construction projects of varying sizes and types

Experienced and proficient with reporting and data analysis tools as related Cost Engineering (e.g. Work Management * * Systems, MS Projects, MS Excel, PowerBI or Tableau) is preferred

Demonstrated strong analytical skills, both quantitative and qualitative to conceptualize, analyze multiple scenarios in solving broadly defined business problems and effectively report results

Effectively and consistently produce quality deliverables i.e. Project/Program Cost Status Reports, Estimate to Completion Reports, etc.
