Position Summary

This position is responsible for contracting services and materials for the Demand Response Business Unit.  Leads and/or assists contract negotiations, actively participates in the drafting, interpretation of work scope and evaluates contractor/vendor bid responses to determine best-evaluated proposal based on cost and business needs. Ensures all contracts are handled consistently, reviews documents for conformity and addressess contract compliance, legal, risk management, insurance, finance, taxes, credit, accounting and audit concerns associated with payment of these contracts.  This position will interface with several other departments within Duke Energy (e.g. Accounts Payable, Supply Chain, IT&T, CSC) to facilitate the contracts and associated customer incentives that result from our programs (e.g. EnergyWise, SBG, IS/CS, etc.) The position is also responsible for monitoring contractor schedule, quality of work, contractor costs and budgets, interpretations of and compliance with contractual terms and conditions. Also to oversee process and timeliness of support staff to ensure contract compliance with the processing of work orders and payments to contractors.  

Responsibilities

Work with other internal personnel to lead and/or support requests for proposals, scope of work, special conditions, standard and non-standard terms for contracts associated with materials/services to outside contractors or vendors that support Demand Response Operations. Ensure all Contractors are compliant with drug screening, background investigations, immigration and naturalization laws, Duke Energy code of ethics and any other local, state and federal requirements.  

Facilitate bid process in conjunction with Supply Chain, provide technical evaluation, and make recommendations to management for awarding contracts based on review. Maintain Contractor files (licensing, insurances, and safety ratings) working with Strategic Sourcing to keep the Contractor data base up to date. Routinely provide Contractor training on paperwork and billing processes. Compile EW contractor evaluations bi-annually and update the assigned Demand Response Designated Representative accordingly to resolve problems and develop improvements to enhance the overall contractor process. Monitor and amend contract values in the company Passport system to ensure adequate dollars are available for contractor payment and interface with Accounts Payable.

Interface with Demand Response Coordinators in the overall management and administration of contracts and contractors to include monitoring contractor schedule, quality of work, contract costs and budgets, interpretations of and compliance with contractual terms and conditions.  Evaluate service orders to determine the validity of claimed additional work.  Assist in dispute resolution with contractors. Develop and maintain databases associated with Demand Response / Load Management Programs.  Provide feedback to Supervisor of Dispatchable Programs about the status of the load management program, contractors, backlog and business trends.

Assign work and oversee process, accuracy and timeliness of Demand Response Support Staff to ensure contract compliance with processing work orders, payments to contractors and associated Duke Energy customer incentives.  Assists management with the hiring, training, auditing and coaching of internal employees or contract personnel to support implementation of contracts and meet yearly program goals. Provides internal training to other departments such as the CSC and Demand Response Energy Efficiency departments. Provide support and manage special projects that are out of the normal scope of daily work.
