GENERAL SUMMARY OF JOB RESPONSIBILITIES

The Pipeline Safety Management System Director is responsible for the development, implementation, administration, and continuous improvement of the company's Pipeline Safety Management System (PSMS) in accordance with American Petroleum Institute (API) RP 1173 and industry consensus standards. This position will partner with internal stakeholders in addition to leading individual element owners to advance PSMS programs and apply Plan-Do-Check-Act type management processes to ensure effective governance and widespread conformance across the entire organization. The position will also regularly evaluate the progress of the company's PSMS programs relative to industry peers and drive maturity and continuous improvement of the PSMS. This role reports regularly to the Executive team, including the CEO, and leads stakeholder engagement while partnering with electric, supply, and corporate safety on an enterprise program.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Provide expert guidance and leadership towards the integration of PSMS program elements into the company's management systems and interaction across different functional departments.  This also includes managing all 10+ element owners throughout the business.
  • Influence and collaborate across departments and stakeholders to integrate the management system into processes and procedures within the company and corporate support groups.
  • Deliver presentations to key stakeholders (including quarterly senior team/CEO) and contributors that outline the status, progress, and initiatives of the PSMS program.
  • Create communications that provide insight into the maturity of PSMS elements, upcoming milestones, and use of key performance indicators that drive the reduction of risks and provide insight into the effectiveness of the management system.
  • Conduct periodic gap assessments to measure the strength of PSMS-related management systems and identify areas for continuous improvement.
  • Represent the company in associated industry forums and identify opportunities to benchmark performance and adopt best practices from peers and agency experts.
  • Monitor the health and safety of assets and processes.
  • Collaborate with corporate safety to oversee the company's safety culture, implement programs and provide recommendations to enhance a positive safety culture, and conduct surveys to assess progress.
  • Drive PSMS maturity forward by leading the implementation of major continuous improvement initiatives.
  • Oversee change management processes and governance for new and existing continuous improvement activities and coordinate roles and responsibilities across subject matter experts to ensure conformance with company standards and regulatory obligations.
  • Coordinate the incident investigation program that provides a systematic and cross-functional evaluation of events, including external events, while driving opportunities to reduce the risk of recurrence.
  • Other non-essential duties as assigned or may be necessary.

KNOWLEDGE/SKILLS/ABILITIES

  • Strategic thinking.
  • In-depth knowledge of API 1173 standards and pipeline safety regulations.
  • Proven track record of successfully leading safety management system implementations.
  • Strong leadership, communication, and interpersonal skills.
  • Ability to analyze complex data and make informed decisions.
  • Working knowledge of Federal Pipeline Safety Regulations.
  • Experience in Root Cause Investigations and Management of Change processes.
  • Strong gas utility knowledge.
  • Demonstrated excellence in presentation skills and proficiency in change management principles.

EDUCATION AND EXPERIENCE

  • Bachelor's degree in engineering, safety management, or a related field with ten (10) or more years of pipeline safety, risk management, and regulatory compliance, as well as a strong knowledge of gas utility.
    • [OR] Associate's degree in engineering, safety management, or a related field with twelve (12) or more years of pipeline safety, risk management, and regulatory compliance, as well as a strong knowledge of gas utility.
    • [OR] High school diploma with fourteen (14) or more years of years of pipeline safety, risk management, and regulatory compliance, as well as a strong knowledge of gas utility.
