PSE's Regulatory Affairs team is looking for qualified candidates to fill an open Senior Regulatory Analyst position!

Job Description

The Senior Regulatory Analyst leads comprehensive regulatory analyses focused on cost of service, rate design, and pricing for electric and natural gas utilities. This role involves preparing and delivering expert testimony in regulatory proceedings, ensuring accurate rate calculations through meticulous review of financial planning and analysis (FP&A) outputs, and collaborating with internal and external stakeholders to develop and implement strategic regulatory policies. The ideal candidate possesses extensive expertise in utility economics, state regulatory frameworks, and pricing methodologies.

Some of the assistance involves preparing, collecting, compiling, analyzing, and reporting on technical, demographic, and financial utility data  to support and prepare cost of service studies, regulatory reporting, rate setting and pricing, and other fiscal planning. In addition, they provides expert testimony or witness support in regulatory proceedings.

Job Responsibilities

  • Lead the development and execution of regulatory strategies related to cost allocation, rate design, and pricing to support filings and rate cases.
  • Conduct in-depth financial and economic analyses to inform cost of service studies and rate-setting strategies.
  • Monitor and interpret changes in utility regulations, market trends, and policy developments to provide strategic guidance.
  • Prepare and present expert testimony before regulatory bodies, commissions, and other external stakeholders.
  • Assist in negotiations related to rate structures, pricing, and cost recovery mechanisms with agencies, regulators, and other key stakeholders.
  • Collaborate with cross-functional teams, including finance, legal, system planning, and corporate affairs, to align regulatory strategies with company objectives.
  • Develop and present reports comparing financial and regulatory results to senior management and external entities.
  • Review FP&A calculations to ensure rates are accurately inputted and comply with regulatory requirements.
  • Ensure compliance with all applicable regulatory standards and ethical guidelines.
  • Provide mentorship, direction, and training to junior regulatory analysts within the department.
  • Lead and coordinate research and development of rate design and pricing proposals.
  • Provides statistical and analytical support on pricing, rate design and cost allocation to be used in regulatory filings and internal reporting.
  • Participates and provides support for the development of regulatory policy and strategy. 
  • Provides witness support in pricing, rate design and regulatory matters. 
  • Works cooperatively with staff from other departments to communicate pending or upcoming regulatory proposals and obtains input from others in aligning regulatory proposals with company objectives.

Minimum Qualifications

  • Bachelor's degree in business, accounting, economics, finance, or applicable field or an equivalent combination of education and relevant experience.
  • 5 years of utility experience and a thorough understanding of state regulation of electric and gas utilities.
  • Strong management and communication skills.
  • Proficiency in Microsoft Office tools.

Desired Qualifications

  • Master's degree in economics, finance, or business administration (MBA).
  • Professional certifications such as CPA or PE.
  • 8+ years of direct experience in cost of service and rate design for electric/gas utilities.
  • Familiarity with FP&A processes and financial modeling tools.
  • Experience working with regulatory agencies, commissions, and public utilities.
  • Proven experience preparing and delivering testimony in regulatory proceedings.
  • Strong understanding of utility economics, state regulatory policies, and revenue requirements.
  • Excellent analytical, and negotiation skills.
