Summary
This position is responsible for leading the sales and use tax functions. This position requires staying abreast of sales & use tax laws, assisting field personnel with applying sales & use tax rules when paying invoices, consulting on supplier contracts, ensuring that the taxability tables and tax rates within the various Oncor systems are current, reviewing/preparing sales tax and direct pay returns, reviewing accounts payable corrections and also reviewing sales tax account reconciliations. In addition, this position will be the lead for sales tax audits which requires analyzing contracts and supporting the company's tax positions with the Texas Comptroller. This position will also help, on an as needed basis, with the property tax function. The property tax function includes preparing property tax renditions, negotiating property values with appraisal districts for over $30 billion in property and preparing property tax payments.
Key Roles & Responsibilities
Directly or through others, the incumbent:
- Review direct pay and sales tax returns and payments.
- Research and respond to inquiries from the Comptroller's office.
- Stay abreast of and/or research sales & use tax laws and regulations.
- Provide taxability decisions to field personnel paying invoices.
- Ensure that the taxability tables and tax rates within the various Oncor systems are correct and up-to-date.
- Maintain sales & use tax guides and resources available on the Oncor intranet.
- Review and update the Oncor policy and procedure on Sales and Use Tax on Sales Transactions.
- Provide on-site sales & use tax training to field personnel (requires travel within Oncor's service territory.)
- Review supplier contracts to ensure language supports Oncor's use tax policies & procedures.
- Perform research and document retrieval to support direct pay audits.
- Review account reconciliations of sales tax accounts.
- Review accounts payable corrections related to sales and use taxes.
- Assist with the property tax process on an as needed basis
Education, Experience, & Skills
- Bachelor's degree in Accounting.
- 5-10 years of progressive experience in accounting, preferably in the electric utility industry.
- Heavy experience in sales and use tax accounting and compliance is required. Property tax experience preferred.
- Working knowledge of the Microsoft Office Suite and the Company's general ledger system (Peoplesoft).
- Ability to analyze and interpret sales tax laws and regulations.
- Strong written, oral and interpersonal skills with ability to work across organization lines and with other disciplines.
- Flexible, self-motivated and organized with a strong attention to detail.
- Ability to lead and motivate other staff members.

- Proactively supports field personnel with application of sales & use tax rules.
- Maintains taxability tables and updates sales tax rates to minimize errors on the front end of transactions.
