Summary:

Analyze the regional transmission grid to identify issues and solutions to address generation portfolio transition, regional reliability issues, and load serving deficiencies using power flow software including but not limited to PSS/E, MUST, TSAT, VSAT. Provide follow-on regulatory and permitting support as needed.

A typical starting range for this position is $89,000 - $129,000 + annually. Responsibilities: Job responsibilities include, but are not limited to:

· Represent GRE in external forums on transmission planning, modeling issues, regulatory and permitting efforts.

· Collaborate and coordinate with other utilities on regional transmission planning analysis, studies and projects.

· Participate in regulatory and permitting proceedings related to transmission projects.

· Analyze and assess the regional transmission system for overloads and voltage violations and develop solution mitigations to ensure operational reliability, efficiency, and security, and the long-term needs of GRE's member-owner cooperatives are being met.

· Share an understanding of the regional transmission grid, underlying transmission system and generation fleet and its response under contingent conditions, perform contingency analysis to identify opportunities to be addressed through transmission and/or generation solutions.

· Develop power system models.

Qualifications:

· Bachelor of Science degree (or advanced) in electrical engineering is required.

AND

· 4 - 7+ years of experience in regional transmission planning, operations or facilities engineering.

· 2+ years of experience working within the regulatory environment.

· Professional Engineering license is strongly preferred.

· Fundamentals of Engineering certificate is strongly preferred.

· Knowledge of Power System Simulator for Engineers (PSS®E) steady-state and stability or equivalent program is required.

· Programming experience in Python is required. Software automation experience and programming experience in VBA, Iplan or equivalent is strongly preferred.

· Knowledge of PROMOD or equivalent production cost modeling software strongly preferred.

· Proficient in the use of PC-based computer software (word processing, spreadsheets, and presentation tools) and wireless communication devices (cellular phones, handheld wireless devices, wireless email access, etc.).

· Strong knowledge of the North American Electric Reliability Corporation (NERC), Midwest Reliability Organization (MRO), Midwest ISO (MISO), National Electric Safety Code (NESC) and Institute of Electrical & Electronic Engineering (IEEE) technical standards related to transmission planning and operation.

· Knowledge of EMTP electromagnetic transients software or equivalent.

· Knowledge of short circuit analysis.

· Knowledge of distribution energy resources.

· Knowledge of storage technologies.

· Knowledge of Transmission & Distribution grid.

· Ability to build and maintain effective work relationships, both internal and external, and establish credibility with business partners and other stakeholders.

· Ability to self-motivate, working independently and as part of a team.

· Ability to reduce complex issues into clear and concise language, including analysis of complex policy and regulatory issues.
