Description

The opportunity

The Senior Analyst, Contracts & Initiatives is primarily responsible for supporting management of electricity supply contracts for the Province of Ontario resulting from directives received from the Minister of Energy, including the negotiation, development and administration of electricity supply contracts. The Senior Analyst provides accurate, comprehensive, in-depth, value-added technical, commercial, risk and financial analysis, and is also involved in conducting research on topics and issues related to electricity supply resources, electricity and natural gas markets. The Senior Analyst is accountable to the Supervisor, Contracts & Initiatives in the Contract Management group in the Legal Resource and Corporate Governance (LRCG) division of the Independent Electricity System Operator (IESO).

Aside from the day-to-day administration of contracts prior to achieving commercial operation, the Senior Analyst will play a pivotal role in providing support for a multitude of organizational and group initiatives and support contract negotiations. The Senior Analyst will provide analytical expertise and strategic recommendations to uphold compliance with contract management protocols, ensuring adherence to documentation standards and procedural guidelines aimed at optimizing value to the IESO, Ontario's power system and to Ontario ratepayers.  

What you'll do

The Senior Analyst will provide analytical and administrative support including, but not limited to, the following responsibilities:

  • Assisting with the management, negotiation, development and administration of electricity supply contracts. Tasks may include assisting with:
    • support manager with contract amendments and contract negotiations. Assist in the development of negotiation principles, strategies and various contract management processes 
    • create and maintain tracking tools to monitor contract submissions and requirements to ensure compliance. In addition, develop standard documents/templates to be used by contract counterparties and make recommendations to improve internal processes and where absent develop the necessary tools
    • monitoring and tracking of contract counterparty deliverables required in the contracts to ensure timely and accurate submissions
    • perform contract management and administration functions (e.g. Force Majeure, performance security,  reviewing metering plan) and ensure that all obligations are fulfilled in accordance with the contract requirements, culminating in successful commercial operation of facilities 
    • perform analysis and verification of contract counterparty reports that are required in the contracts
    • procurement of external consultants (legal, technical, financial, etc.) to support the group and creation of proposal evaluation materials and evaluation administration
  • Providing accurate, comprehensive, in-depth, value-added technical, commercial and financial analysis related to electricity supply resources of contracts / power purchase agreements. Tasks may include: 
    • using existing IESO analytical tools to conduct analysis
    • modifying, updating, and adapting existing analytical tools 
    • designing and developing new analytical tools 
    • developing and executing ad-hoc analysis approaches for one-off requests
    • participate in conjunction with external advisors and  IESO departments in due diligence activities
  • Conducting research on topics and issues related to electricity supply resources, electricity and natural gas markets, Asset Management and Refurbishment of nuclear facilities and nuclear fuel supply and fuel bundle fabrication markets. Information resources could include: internet, conferences / technical sessions, internal content experts, external industry experts, utilities / government agencies in other jurisdictions, consultants, developers, and Ontario government agencies. 
    • Independently gather relevant information from various sources
    • Distill key information, facts, and concepts from potentially large volumes of information
    • Assemble distilled information to produce concise research reports / memorandums on findings
    • Create and deliver presentations to team on findings
  • Other Responsibilities:
    • Interface with others - internally with   the other groups within the IESO along with Planning, Resource Adequacy, Corporate Services, Government Affairs and other IESO Departments; externally with Government and its agencies, such as the Ministry of Energy, Northern Development and Mines, Ministry of the Environment, Conservation and Parks, and with respective contract counterparties.  
    • Advise on  methods and recommend changes to IESO Contract Management policies and procedures
    • Assist with projects within Legal Resources or in other IESO departments. This includes facilitating meetings with other IESO departments.
    • Provide facility status updates and reports to Supervisor on a regular basis
