JOB OVERVIEW
Ontario Power Generation (OPG) is looking for a dynamic, strategic and results-driven professional to join our team in the role of Health Advisor.
Reporting to the Manager, Health Services, the Health Advisor is accountable to provide expert support on disability management. The Health Advisor monitors employee absence claims and prepares the necessary information to file the absence claim with the Disability Management (DM) services provider and where necessary to other external reporting agencies such as the WSIB, Public Health, etc.
The Health Advisor will monitor the progression of the disability management claim and employee recovery and where necessary will provide the appropriate direction to the Disability Management service provider, line supervisors and managers to advance the claim in the interest of the corporation's objectives and the employee's recovery. The Health Advisor will provide leadership and assistance to line supervisors and managers on the graduated return-to-work planning and monitoring of an employee. The Health Advisor is accountable to identify, recommend, and implement disability management strategies and practices, that are in accordance with the corporation's objectives.

KEY ACCOUNTABILITIES
- Prepare initial case files and information on employee health related absences with 3rd party disability management provider.
- Monitor progress on the case file with the 3rd party and provide direction on progression of the case file, including case management strategies, benefits entitlement determinations, and return-to-work planning.
- Support line supervisors and managers on the development and monitoring of graduated return-to-work plans for employees with disabilities or functional restrictions with the objective of returning employees, safely, to maximum functional recovery and productivity.
- Participate in the development, maintenance, and implementation of effective governance and a managed system framework for disability management.
- Monitor and ensure cost effective strategies in the management of employee health benefits (Long Term Disability, WSIB, and Sick Leave).
- Provide adjudication on disability management cases, including working with the Chief Physician.
- Represent the interests of OPG in discussions with regulatory bodies and other related agencies such as the WSIB.
- Provide advice, guidance, and assistance to line managers on the company's Disability Management Program and Strategy (including WSIB claims, LTD cases, STD and major medical absences).
- Provide direction with respect to reporting, return to work and claims management and ensure accuracy, consistency, financial accountability, and compliance with applicable PWU, Building trades and Society collective agreements, privacy, and human rights legislation.
- Act as a resource on internal and external dispute resolution proceedings including WSIB Appeals, Tribunals, grievances, and Arbitrations. Prepare management arguments and provide leadership and guidance on disability management issues, assessing risks and determining optimal strategies.
EDUCATION
- 4-year university degree in Health Sciences.
QUALIFICATIONS
- Requires a minimum of 6 years' experience as a Health Advisor or similar role.
- Experience with corporate Disability Management (DM) and income protection plans, including STD, LTD, and WSIB.
- Proficient in research and analytical techniques, Canadian legal systems, government legislation, and labour relations principles.
- Knowledgeable in employment standards, various Acts, and regulations related to DM and working in a unionized environment.
- Requires knowledge of computer applications and programs to utilize databases for information acquisition, document management and report generation.
- Requires experience to provide sound advice and consultation to Line Management, Human Resources, and employees, in terms of obligations, requirements and rights.
- Requires experience of collaboratively working on task/project teams towards the resolution of problems, and improvement of services/products
- Proficient in written and oral English communication for preparing case/argument materials, awareness training material and reports.
