Position Summary
The Energy Market Policy Analyst is a key member of the team that is responsible for monitoring, participating, analyzing, communicating, reporting on, and contributing to the Electric Reliability Council of Texas (ERCOT), and Public Utility Commission of Texas (PUCT) stakeholder processes on behalf of CPS Energy. Under the guidance of Energy Market Policy leadership, utilizes various data sources and methodologies to evaluate market dynamics, policy proposals, and ERCOT market reports to provide the enterprise with actionable insights and fact-based policy recommendations. Contributes to the development of internal regulatory updates, external regulatory comments, and legislative bill analysis. Acts as a subject matter expert on internal project teams and provides analytical support to reveal the key energy market policy benefits or costs of internal business decisions. Builds collaborative networks to be effective in the ERCOT stakeholder process.
Tasks and Responsibilities
- Tracks activities and policy proposals at ERCOT and the PUCT and works with internal subject matter experts to develop analysis which supports the Energy Market Policy unit in developing policy direction and recommendations.
- Works closely with operational departments within CPS Energy to analyze and communicate policy changes and industry trends.
- Interacts and participates across multiple business units to ensure new CPS Energy initiatives are consistent with ERCOT and PUCT rules.
- Works on complex energy market issues where analysis of situations requires an in-depth evaluation of variable factors, has the ability to resolve complex issues in creative and effective ways.
- Leads internal analysis efforts to vet positions and responses to proposed ERCOT market rule and PUCT regulatory changes.
- Conducts meetings with affected CPS Energy business units to alert them to new rules and any requirements associated with the rule.
- Monitors ERCOT committee, working group, and task force meetings as well as PUCT Open Meetings, workshops, projects, and dockets.
- Participates in the bill analysis efforts during regular legislative session and special sessions.
Minimum Skills
Minimum Knowledge and Abilities
Ability to establish and maintain a positive and professional working relationship with all individuals.
Demonstrated proficient technical skills with common business applications such as SQL, EXCEL and PowerPoint
General understanding of ERCOT stakeholder and PUCT processes, knowledge of ERCOT Protocols, PUCT substantive rules, and PURA
Demonstrated well-developed written and verbal communication skills for interaction within the section, across departmental lines to all levels of personnel and vertically with management
Preferred Qualifications
- Master's Degree from an accredited university in Economics, Business, Finance, or related discipline.
- Relevant experience in an analytical, operational, or regulatory compliance capacity.
- Experience in data analysis/analytics and working with large data sets/relational databases is Preferred.
- Ability to develop and provide presentations and actively participate in ERCOT stakeholder meetings and other industry Regulatory agencies.
- Extensive knowledge of ERCOT stakeholder and PUCT processes, knowledge of ERCOT Protocols, PUCT substantive rules, and PURA.
- Extensive Knowledge of Federal Energy Regulatory Commission (FERC) and North American Electric Reliability Council (NERC) stakeholder processes, knowledge of FERC policies and NERC reliability rules, and Public Utility Regulatory Policies Act (PURPA).
