Job Summary

Regulatory Consultant Sr. will perform tasks to lead, facilitate, and support the development and management of state regulatory filings on behalf of AEP Operating Companies. In addition, the Regulatory Consultant Sr. will support regulatory strategy development to address identified regulatory issues and will proactively investigate emerging issues by staying abreast of Regulatory and Legislative activities in assigned jurisdictions.

Hybrid Position: Will work remotely (Monday and Friday) and onsite (Tuesday, Wednesday, & Thursday).
Worksite: AEP Worksites in Columbus, OH; Tulsa, OK; Austin, TX; or Shreveport, LA will be considered.

Job Description

Position Summary:

Professional who possesses general utility industry knowledge and electric utility experience, understanding financial, regulatory, and ratemaking concepts.  Must develop working knowledge of certain state and federal regulations and standards to support Operating Company regulatory filings. Provides input into regulatory strategy development by performing case research and mathematical analyses.

Principal Accountabilities:

  • Provides support to regulatory tasks such as development, review and filing of direct and rebuttal testimony, management of the discovery process, coordination of witness preparation and responding to requests associated with internal and external audits.
  • Develops working knowledge of state or federal regulations and standards, codes, concepts, docket research and business processes relevant to work assignments.
  • Performs regulatory research of peer utilities in AEP's jurisdictions that may be utilized for benchmarking analyses using PUC docket searches (or other information gathering tools). 
  • Coordinates work across multiple organizations to address complex problems or perform regulatory analysis to accomplish goals established by operating companies and corporate business units for innovative rate solutions for rate cases, tracker or rider filings, audits, compliance filings, policy matters, and/or other proceedings.
  • Proficiently utilizes analytical tools and data management skills to provide actionable recommendations for regulatory planning and regulatory filings.
  • Educates witnesses and support personnel on the Regulatory process and on the interrelationships between cost drivers and revenue. 
  • Provides support, as requested, for recommended negotiation strategies.

  • Works independently, with guidance in complex matters, to prepare and present complex regulatory subjects and strategies in a clear, concise and effective manner to management and/or regulatory bodies.

Education & Experience:

  • Bachelor's degree from an accredited college or university in Accounting, Business, Economics, Engineering, Finance, Geoscience, Mathematics or similar quantitative degree AND 4 years relative field, operations or analytical experience.
  • (Or) Associate's degree from an accredited college or university in Accounting, Business, Economics, Engineering, Finance, Geoscience, Mathematics or similar quantitative degree AND 8 years relative field, operations or analytical experience.  
  • (Or) High School diploma or GED AND 10 years relative field, operations or analytical experience.

Additional Information:

  • Proficient oral and written communication skills, including the ability to articulate strategy and provide guidance to management and witnesses
  • Must possess analytical problem-solving skills.
  • Proficiency with Microsoft Office, specifically Microsoft Word and Excel.
  • Required to work mandatory "on-call" requirements over weekends, holidays, vacations, etc. as necessary to meet regulatory requirements, including filing dates required by the Company or as imposed by an applicable regulatory Commission.
  • Certified Public Accountant, Certified Internal Auditor, Professional Engineer, or similar certification/licensure and/or master's degree is preferred.
  • Occasional travel will be required, such as: to attend hearings and support witnesses, to participate in Commission Staff and/or stakeholder meetings/events, to advocate the Company's position in various federal, regional, or state venues, to attend training, etc.
