Our Pipeline Safety Management System Lead is responsible for the development and implementation of the Peoples Gas Pipeline Safety Management System. (PSMS) This program includes all activities as specified by API RP 1173 as well as driving a continually improving pipeline safety culture. Responsible for coordinating and partnering with all internal business units to advance pipeline safety processes. Acts as the subject matter expert on Safety and Quality Management Systems.
DUTIES AND RESPONSIBILITIES
- Responsible for the development and implementation of Peoples Gas' Pipeline Safety Management System (PSMS). This program includes all activities as specified by API RP 1173 as well as driving a continually improving pipeline safety culture. Responsible for coordinating and partnering with all internal business units to advance pipeline safety processes. Acts as the subject matter expert on safety and Quality Management Systems.
- Develops and implements pipeline safety and quality management processes and manages success through measurement.
- Coordinates and collaborates with other departments such as Training, Engineering, Standards, Construction, Gas Operations, DIMP, TIMP, Field Operations, Safety, Compliance, etc., in order to ensure continued improvement towards pipeline safety.
- Facilitates the Operational risk assessment process including maintaining and improving the online PGS Threat and Risk Registry.
- Leads the incident investigation program that provides a systematic and cross-functional evaluation of events while driving opportunities to reduce the risk of recurrence.
- Collaborates with other departments at all levels to develop appropriate control measures/corrective actions, and tracks and implements process improvements.
- Facilitates management of change (MOC) processes and governance for new and existing assets and coordinates roles and responsibilities across subject matter experts to ensure conformance with company standards and regulatory obligations.
- Identifies and recommends strategies for continuous improvement related to pipeline safety.
- Interprets codes, standards, and regulations. Some may be complex and require aptitude to understand technical documents and the ability to explain to lay persons.
- Participates in industry initiatives regarding pipeline safety and quality affecting natural gas operations.
EDUCATION
Required: Bachelor's degree in Engineering, Process Safety, Business, or similar technical discipline.
EXPERIENCE
Required: Minimum of five years of experience in Safety or Quality Management Systems.
Preferred: Five or more years of experience in Pipeline Safety Management Systems (API RP 1173).
KNOWLEDGE/SKILLS/ABILITIES
Required: Working knowledge of safety management systems and concepts (OSHA's PSM (29CFR1910.119), or API's PSMS (RP 1173), or Malcolm Baldrige, or ISO 9001, etc.) Proven experience in managing and implementing continuous improvement, including the Plan, Do, Check, Act process. Ability to research and interpret complex technical documentation and related resource information from the Operations & Maintenance Manual, Design & Construction Standards Manual, the Emergency Manual, and other regulatory documents. Must be proficient in Excel, Word, PowerPoint, and other PC-based software. Ability to analyze data, develop corrective action plans, and present associated findings to various levels of leadership. Excellent oral and written communication skills.
Preferred: Working knowledge of natural gas operations and CFR 49 Part 192. Ability to research and interpret complex technical documentation and related resource information from the Operations & Maintenance Manual, Design & Construction Standards Manual, the Emergency Manual, and other regulatory documents. Extensive knowledge of PHMSA and FPSC gas safety regulatory compliance requirements and associated rules. Proven Risk Management experience in identifying, measuring, and improving leading indicators of safety. Experience leading incident investigations and/or root cause analysis
