Dominion Energy South Carolina has two opening for a GIS Development Data Analyst located in Cayce, South Carolina. There is one position which will be filled at the level commensurate with the successful candidate's education, experience, knowledge, skills and abilities. The GIS Development and Data Analyst is responsible for the direct development of GIS-related software applications and for providing complex analytics on modeled GIS data. With full proficiency, the Analyst makes recommendations and advises clients on the use of GIS and other geospatial technologies. Uses skilled expertise and programming-level proficiency with related software to develop, collect, store and analyze the GIS data. The GIS Development and Data Analyst is approached when clients want to upgrade or create new GIS-related applications or present geospatial data in a way that is easier to understand. Also responsible for using data to create maps and graphs, conducting research into specific fields, and sourcing and compiling data from a wide range of sources such as satellite images, existing maps, and field observation. Position's expertise may be called upon for a wide variety of projects, and can be engaged by a range of clients, including information technology (IT) management, architects and analysts. May also be engaged by a business unit group to support GIS concerns relating to a specific project.
Other responsibilities include:
- Front level response for emergency or high priority programming or data forensic analysis
- Provides full support in developing and maintaining the GIS computing infrastructure
- Assumes business representative role in the development and maintenance of GIS-related projects to Information Technology (IT) groups
- Recommends and establishes standards and procedures to deal with production of high-priority GIS data, maps and associated services
- Actively participates in the design and development of enterprise geographic information systems which may link facility maps with data to produce maps, web apps and data analytics
- Writes programs and develops user interfaces, menus and macro-level commands to meet high priority GIS staff needs
- Researches, develops, and recommends technology, price, schedule and other elements to meet a specific customer need relating to geospatial and attribution data
- Creates GIS tools, products, and software integration to meet a variety of business client needs
- Trains users and programmers to ensure maintenance, usage and application are appropriate
- Works with clients to determine GIS needs and architectural considerations, then agree upon a scope of work
- Documents research and development work while providing timely reporting of project status.
- Excellent writing and interpersonal skills, and ability to work well with other business units, and ability to address multiple tasks simultaneously.
Required Knowledge, Skills, & Abilities
Associate GIS Development & Data Analyst:
- 0 to 2 years directly related experience in addition to preferred degree or its equivalence in demonstrated related experience/education is required.
- Relevant knowledge of the GIS applications and associated database
- Developing knowledge of ArcGIS/ArcFM Desktop, ArcGIS Server, Programming languages (including VB, C, Python, JavaScript), APIs/SDKs for those languages (including ArcObjects for .Net, ArcPy, ArcGIS API for JavaScript, jQuery, Dojo Toolkit), SQL (specifically PLSQL as our Enterprise Geo-Database is Oracle), Basic RDBMS Concepts (tables, views, indexes, transactions, queries, procedures, functions, etc.), ArcSDE, ArcSDE Versioned Database Environment, Geospatial Analysis, ESRI Model Builder, Microsoft Suite (Access, Word, Excel, PowerPoint, Visio)
- General Information Systems concepts, basic AutoCAD
- Knowledge of Geographic Positioning Systems
- Understanding of functional business processes and business data attribution
- Ability to quickly learn other business units' processes and to learn new technologies.
GIS Development & Data Analyst:
- 3+ years directly related experience in addition to the above experience of the Associate level.
- ESRI Model Builder Program experience.
- Experience with Esri or other applicable GIS systems.
Senior GIS Development & Data Analyst:
- 5+ years directly related experience in the Transmission and Distribution business in addition to the above experience of both the Associate and Mid-level.
- Expert-level knowledge of the company's enterprise GIS application and associated database.
- Related experience in Dominion GIS Services or another GIS group.
- Knowledge of Global Positioning Systems (GPS) and LIDAR.
