Department Summary
Gas Planning and Resource Management is responsible for the development and communication of the Gas work plans that optimize all internal and external construction resources to support meeting our customer commitments along with financial and corporate targets. Planning provides leadership and direction support for our key stakeholders through use of various reporting and decision analysis.

Gas Planning and Resource Management is divided into four (4) main groups to support differing operational departments:

  • Gas Construction
  • Gas Distribution
  • Statewide Planning

Planners are aligned across the state with regional responsibilities, while statewide planning ensures an effective use of resources and forecast alignment across all the areas. Each operational group is made up of different construction workforces and forecasted separately.

Job Description/Responsibilities

The successful Gas Field Planning Analyst (FPA) candidate will:

  • Develop and optimize statewide gas welding resources.
  • Provide leadership and direction for our stakeholders to optimize field resources, as well as, provide various reporting and planning decision analysis.
  • Develop and manage the short-to-long range (1 year to work execution) work plans with input from the following: strategic plan/budget, priority, customer need(s) and impact(s), resource availability, economic factors, productivity, projects, program work and rate case impacts.
  • Facilitate the planning process involving input from multiple headquarters and departments.

This role will be work-from-home until our leadership team has determined it's safe to resume work in the office.  The primary work location will be determined upon by the successful candidate's home location, with an expectation of some travel around the state for forecast/stakeholder meetings.

 
Notable responsibilities to include:

  • Creating labor hour work plans for the Gas Welding work group.
  • Establishing effective resources and movement as the basis for the Operations labor dollar forecasts.
  • Well thought-out work plans with input from multiple sources and developing contingency plans.
  • Strong analytical, communication and interpersonal skills.
  • Managing and developing planning processes across multiple headquarters and departments.
  • Supporting Welding Field Operations, as well as, providing work mix alternatives, company/contractor resource allocation(s) and developing contingency plans to ensure efficient use of the resources.

Required Qualifications

A Bachelor's degree in an applicable field of study or equivalent combination of education and experience.

Preferred Qualifications

  • Experience in planning and project management.
  • Distribution and/or field operations experience.
  • Business knowledge, understanding of crewing concepts, budgeting/accounting (ex: O&M vs. Capital, etc.).
  • Knowledge of Work Breakdown Structure (WBS).
  • Primavera, SAP & IMR.
  • Advanced experience with Microsoft Excel.

Essential Functions

  • Field Planner/Schedulers supports the planning/scheduling functions for the Gas Welding areas of the Company.
  • Plans and prepares schedules for arrival of materials and equipment, installation, and repair of Gas systems: Draws up master forecast/schedule to establish sequence and lead time of each phase to meet client needs.
  • Updates field management of schedule status.
  • Planner/Scheduler confers with Company management to determine status of projects.
  • Expedites operations that delay schedules and alters schedules to meet unforeseen conditions.
  • Prepares project reports.
  • Understands and follows company established standard procedures for file structure and standard procedures for projects.
  • Assists in client contact and communication.
  • Utilizes effective communication skills to answer inquiries from coworkers, clients, or the public.
  • Attends internal and external meetings.
  • Provides support services in a legal and ethical manner.
  • Facilitates meetings and conducts presentations.
  • Talking on the Telephone - Be able communicate with customers, contractors, and company employees.
  • Using a computer for up to 8 hours or more per day - Be able use multiple applications at once and be able to type at least 30 words or more per minute.
  • Follow Written and Oral Work Instructions - Be able to follow Job Aids and Work Instructions.
  • Writing/ Taking notes - Be able to write and take notes or complete paper forms.
  • Operate standard office equipment - Copy machine, fax, printer.
  • Leads and assists teams of employees.
  • Responsible for establishing forecasts/schedules that meet commitments that have been made to customer.

Hours and Travel

  • Typically work 40-50 hours per week with 85% of time spent in the office or specific field locations.
  • Work may involve multiple shifts and/or unusual hours to support work through various events.
  • May require participation in an on-call weekend and after-hours support rotation.
  • May require after-hours response for both emergent and non-emergent events.
