Description
Performs the most complex analytical tasks associated with IT Infrastructure design and deployment and/or business application development.  Tasks are performed in an independent manner with some direction as to the general results expected.  This level possesses and applies an in-depth knowledge of principles, practices, and procedures within an IT technology infrastructure or business applications specialization to achieve the completion of more difficult assignments.  Tasks may include:  Tasks associated with the identification, deployment, and support of infrastructure technologies to support the company's business requirements.  Proactively consults with clients.  Understands client requirements, articulates business drivers and organizational goals, and understands how their responsibilities support these goals.  Identifies technology options and defines detailed specifications of technology solutions.  Performs prototyping, design, development, complex configuration testing, debugging, documentation and implementation of mission-critical business systems.  Provides technical expertise and/or leadership on complex projects, including designing application architecture, creating procedures, supporting client training, data conversion and deployment activities, and directing and checking the work of others.   Applies analytical skills to research, study, design, implement, and support complex, large sized projects.  Often handles multiple assignments concurrently, leveraging experience and advanced skill in handling complex assignments with little supervision necessary.  Coordinates with project managers and team leaders. May represent the journey-level for specific skill areas.    Examples of knowledge areas:  Specialized server administration, network, software distribution, and data base technologies, capacity and performance techniques, voice and wireless technologies, internet infrastructure, disaster recovery, and security.  Full technical knowledge of the systems development life cycle. Is often the journey level position in the department. 

Requirements

  • Bachelor's Degree or equivalent experience
  • 3+ years of exempt working experience in enterprise sized IT organization

  • Ability to understand and help shape process improvement within the mobile mapping and graphics lifecycle.
  • Experience with mobile applications and the unique needs of field operations employees
  • Knowledge of Field operations workflows and processes 
  • Knowledge of work order design and redline process and lifecycle
  • Experience with GIS and electric/gas asset data
  • Ability to maintain and update application configuration files
  • Understand, troubleshoot, and compile code (VB6, VB.NET, C#)
  • Ability to independently evaluate, select & apply information technology theory 
  • Ability to design, build, test and troubleshoot complex software applications within integrated systems.
  • Ability to work closely with field technicians, vendors, project managers and business partners to deliver in-scope, on-time and within budget.
  • Ability to support servers, databases and mobile platforms.
  • Ability to maintain and update application configuration files
  • Excellent communication skills

Essential Functions

Works closely with department managers and users to define and analyze business and operational problems, process improvement opportunities and requirements; analyzes operational and business mandates and legal requirements; identifies and analyzes complex, ambiguous and/or conflicting business process issues; advises department managers on applications development, enhancement and maintenance issues; explains technology and process options and assists managers in analysis and decision making; analyzes management information needs and recommends data and reporting processes; coordinates the development of department priorities and works within IT to align initiatives to these priorities; facilitates user meetings and joint development sessions.  Develops and refines business models and relationship diagrams; evaluates methods of improving efficiency and cost effectiveness of business, technical and operational processes; works with users to reengineer work processes; analyzes functional business requirements and translates user expectations into detailed business requirements, specifications and success criteria; works with Information Systems to develop conceptual proposals for business process automation initiatives; recommends work process and/or operational changes to complement system functionalities; serves as an advocate for department needs with IT; stays abreast of developments in departmental processes to anticipate emerging technology needs.  Participates in the development of statements of work for RFPs/RFIs; participates in evaluating vendor applications and solutions; coordinates department review of vendor deliverables for accuracy and completeness, ensuring that department needs and requirements have been met.  Develops significant application/hardware solutions to problems and addresses change request issues that require assignment of resources.  Analyzes and troubleshoots complex and sometimes urgent applications problems and errors; takes action or communicates solutions to problems; answers technical questions and provides guidance to users on system functionalities and methods for correcting problems.  Develops training materials and handouts; conducts user applications training classes and one-on-one training sessions; develops and maintains user and system documentation.  Designs and generates custom reports to meet user needs; uses reporting tools to extract user-required data.  Plans and coordinates the deployment of new technologies for client solutions; coordinates user acceptance testing and the resolution of problems identified.  Regular attendance is expected.
