Position Accountabilities: The SC Systems Manager's primary accountabilities are as follows:
- Systems Management: Creates and manages the SC Systems roadmap that organizes system enhancements and changes. Develops roadmap through collaboration with SC Leads and Business Partners. Works closely with CMS IT to align strategy and roadmap. Makes recommendations for system improvements. Ensures necessary systems maintenance activities, including upgrades are performed. Prepares and communicates business cases to support SC Systems initiatives and priorities, in collaboration with other SC Managers and Directors. Establishes appropriate systems performance metrics, dashboards and reports. Plans test cases for user acceptance testing and coordinates testing requirements for system upgrades and enhancements. May support rate case testimony as required.
- Data Management: Responsible for the structural integrity of SC data. Ensures "one version of the truth" for key data is maintained. Oversees and leads the vendor and item master file staff. Ensures vendor and item master file data are of the highest possible quality. Establishes practices and procedures to improve data quality continually. Organizes and executes regular "data cleanse" projects to improve quality of vendor and item master files. Leads communication efforts with Business Partners to explain and demonstrate the value of high-quality master files. Establishes appropriate metrics and dashboards to communicate master file condition to SC and Business Partners
- Systems Integration: Responsible for the design and implementation of SC Systems integration. Sets priorities and ensures maximum value is obtained through integration activities. Researches and evaluates system changes to ensure appropriate levels of integration are maintained or improved. Collaborates with SC Managers and Business Partners to communicate integration priorities and value. Serves as the key contact with CMS IT to ensure systems integration with CMS systems
- Budget and Resource Alignment: Collaborates with the Director of GPS to acquire and deploy resources based on functional and Business Partner needs. Makes recommendations and leads business case development for tool and system enhancements.
- Talent Recruitment and Development: Supports the recruitment and development strategy, established by the Director of GPS, to identify, recruit, train, and develop talent for SC Systems, and GPS in general. Forecasts department needs based on SC and Business Partner plans to build and maintain a talent management plan. Ensures appropriate training resources are developed and available to the department
- Continuous Improvement: Implements the framework, metrics, and goals for continuous improvement. To achieve process excellence and stay current with industry innovations, the Lead identifies and drives, in collaboration with the SC Managers, leading practices throughout the organization. Communicates initiatives and improvements to Business Partners as appropriate
Requirements:
- BA preferably in, Business, Accounting, Computer Science, Supply Chain. Less than a Bachelor's degree may be acceptable if accompanied by extensive Company or industry experience in positions that demonstrate required abilities and performance
- 3+ years of relevant work experience

In addition, skills such as the ability to think on your feet, composure under fire and effective communication across all levels of the organization and with outside stakeholders become more finely honed at the higher levels.
Essential Functions
General management jobs provide or supervise/manage/direct the planning, business analysis, budget preparations and analysis, negotiations, transactions, customer services and auditing of a wide variety of business functions and processes of specific operating and support areas throughout the company. Attend internal and external meetings. Provide business analysis and support services in a legal and ethical manner. Regular attendance is expected.
