Accountabilities:
- Determine, promote and implement key government relations and external relations strategies, policies and programs in support of Hydro One's corporate goals and strategy.
- Make effective recommendations, including making relevant presentations, to senior management on strategies and programs which are critical to Hydro One's success.
- Provide detailed strategic government and external relations advice and operational support to various Lines of Business.
- Establish and maintain contacts at the highest level of the provincial government, other jurisdictions as required and external agencies, along with key senior staff at Hydro One.
- Be aware of and utilize key information, including confidential and forward looking information on government policy, external agency directions and Hydro One perspectives, on a continuous basis to determine government and external relations policies, strategies and programs.
Lead the implementation of key initiatives to:
- Influence proposed regulation and legislation
- Improve the working relationship between Hydro One lines of business and government ministries, agencies & external stakeholders
- Increase external stakeholder satisfaction and
- Enhance Hydro One's reputation across all external key influencers and stakeholders.
Manage government and external relations activities including:
- Interactions with various provincial government ministries and federal government departments
- Work regarding government initiatives, new bills and regulations
- Interfaces with key agencies such as the IESO, the OEB (in conjunction with regulatory affairs), and others as required
- Interactions with external stakeholders.
- Provide support to various lines of business by providing government and external relations advice and support to ensure programs meet their goals, enable process redesign and improvement and implementation of business change programs.
- Help ensure that LOB programs are clearly understood by Hydro One's external stakeholders.
- Provide reports and data for corporate purposes, as required.
- Perform analysis and measure government and external relations performance data to ensure that associated activities are effective and targeted.
- Manage project budgets and maximize the impact of each government and external relations dollar, including negotiating best rates from external service deliverers where applicable.
- Ensure availability of appropriate resources for the completion of government and external relations programs. Ensure scope and policy changes, new work methods and program/project objectives are effectively introduced to staff.
- Manage and supervise staff engaged in the delivery of government and external relations programs and projects.
- Plan, schedule, organize and assign work to ensure that quality and accuracy of work are maintained and on schedule.
- Provide advice, guidance and direction to staff in the resolution of work-related issues, while providing clear expectations and performance measures.
- Provide leadership and be accountable for the successful implementation and delivery of assigned work programs and special projects.
- Make effective recommendations on human resource issues, including career counseling, hiring, discharge, interviewing, discipline and resolving work performance problems.
Selection Criteria:
- Requires knowledge of diverse disciplines (business administration, economics, finance, engineering, political and social science, environment, communications)
- University degree in a related discipline
- Extensive background in the English language
- Postgraduate degree is not required, but is of added benefit
- Requires experience in research and analysis on policies, decisions, corporate business plans and other current issues
- Experience in the public communications field to understand the roles of various external agencies, pressure groups and political parties that influence Hydro One activities.
- Experience working with and influencing executive-level individuals.
- Requires experience in government relations, political office or the public service with a focus on external relations
- Requires experience in government relations, political office or the public service with a focus on external relations. A period of up to ten years is considered necessary to gain this experience.
- Experience in the energy sector is an asset
