The Director of Project Delivery New Generation is accountable for mid- to late-stage execution of APS's generation capital program. Receives projects from Project Development and manages execution through EPC procurement, contractor management, construction, commissioning and formal handoff to Generation Operations at substantial completion. Manages a portfolio that may include utility-scale solar and storage, battery energy storage systems, gas-fired simple and combined cycle power plants and other generation technologies. Operates within APS's large capital project governance framework, including defined decision rights, stage-gate authorities, escalation protocols and cross-functional accountability standards. Also provides input to improve governance processes.
Minimum Requirements
- A four-year Bachelors degree in Engineering, Construction Management, Construction Engineering or Project Management from an accredited college or university
- Plus 12 years of progressive experience in large capital project delivery (EPC or EPCM), of which at least five years include direct supervisory responsibility at a program or portfolio level.
- In lieu of bachelors degree, combination of college coursework and/or directly related experience totaling 16 years.
- Demonstrated experience managing EPC or EPCM contracts with individual project values exceeding $100M.
- Proven track record delivering utility-scale generation or large industrial facilities from Notice-to-Proceed through commercial operation.
Preferred Special Skills, Knowledge and Qualifications:
- Professional Engineer (PE) license. Licensed General Contractor (AZ ROC or equivalent).
- Certified Construction Manager (CCM) or Project Management Professional (PMP) certification.
- Risk Management Professional (RMP) or demonstrated experience applying probabilistic risk methods (P50/P80, Monte Carlo) to cost and schedule management.
- Experience in a FERC-jurisdictional or state-regulated investor-owned utility environment.
- Familiarity with NERC/WECC reliability standards applicable to generation interconnection, energization and commissioning.
- Experience managing long-lead OEM relationships for major power generation equipment (inverters, transformers, gas turbines, battery systems).
Major Accountabilities
1) Establishes and enforces a zero-incident safety culture across all construction sites under management. Holds contractors accountable for meeting APS safety standards and contract requirements. Participates in site safety reviews, pre-task planning for high-risk work and incident reviews. Ensures serious incidents and near misses are reviewed, root causes are identified and corrective actions are completed.
2) Leads procurement, negotiation, award and administration of EPC and EPCM contracts across the project portfolio. Determines the appropriate contracting approach, including lump sum, cost-plus, EPCM or hybrid structures, based on project complexity, risk allocation, and market conditions. Works with Resource Management on RFP processes, bid evaluations and contractor selection. Reviews and approves change orders within delegated authority levels. Partners with Strategic Partnerships and Contracts on commercial strategy, master agreements and vendor governance to support commercially sound and defensible contract terms.
3) Directs construction execution across multiple generation projects. Manages owners engineer and independent technical oversight consultants for quality assurance, constructability review and technical dispute resolution. Establishes site safety, quality and commissioning requirements. Monitors construction progress against approved schedule and budget baselines, identifies critical path deviations and drives corrective action. Resolves field issues that exceed contractor authority, including design conflicts, permitting issues, supply chain disruptions and force majeure events. Ensures all projects meet APS performance, engineering and quality standards.
4) Partners with APS's corporate Supply Chain to define Generation Development's portfolio-level requirements, including commodity priorities, vendor prequalification standards, risk positions and logistics sequencing. Serves as the primary voice of the Generation capital program within corporate supply chain planning cycles to ensure commodity exposure (steel, copper, tracker systems, inverters, BESS components) and delivery timelines are reflected in procurement strategy and committed capacity. Coordinates with Strategic Partnerships and Contracts to structure supply agreements that protect APS's delivery schedule and cost objectives across the portfolio. Plans and manages laydown yards, on-site warehousing and material handling for long-lead equipment. Manages downstream execution of OEM supply agreements, including factory acceptance testing, delivery sequencing, site storage and warranty administration. Escalates OEM performance issues through formal contract processes.
5) Receives projects from the Director of Project Development at gate transitions under the 5-Stage Gate Framework. Confirms scope, budget, schedule and risk information are sufficiently defined before accepting construction authorization. Provides performance data to the Director of Project Controls for portfolio-level cost and schedule reporting, earned value analysis and contingency tracking. Identifies forecasted cost or schedule variances, recommends corrective actions and escalates issues to the VP of Generation Development when variances exceed delegated thresholds. Operates within APS's capital project governance framework and provides field-based input to improve governance processes as the program scales.
6) Ensures construction and commissioning activities comply with applicable federal, state, and local requirements, including NERC/WECC reliability standards, ACC construction authorizations, environmental permits and interconnection agreement milestones. Manages construction-stage interconnection milestone compliance to support commercial operation date commitments.
