Environmental Scientist Sr. 

Salary Grade: G06
Minimum  Midpoint  Maximum
$82,463 - $111,325 - $140,187

Personnel in this job title may be covered by NERC CIP cyber security standards.  If the position is covered, prior to being hired, promoted, or transferred into the position, the candidate must successfully pass a Personnel Risk Assessment, which includes identity verification and a criminal background check.  Prior to being granted unescorted access to cyber secure areas, the candidate must attend cyber security training.  Annual cyber security training is also required. 

SUMMARY: 

Independently manages projects; directs and analyzes environmental permitting and regulatory approval needs for existing and proposed facilities; manages staff, contractors and budget to minimize corporate environmental risk; and consults with management on planning, financial, legal, and risk assessments in many areas of corporate activities. 

ESSENTIAL DUTIES AND RESPONSIBILITIES: 

Manages projects and coordinates environmental planning, scoping, compliance, and permitting for all company operations 

Schedules and manages environmental contractors and project budgets 

Tracks cost and advises management on project performance 

Interfaces and negotiates directly with regulatory agencies on requirements, stipulations, and corporate needs 

Maintains a network of professional contacts 

Informs and advises management on project direction and economic or legal risk 

Guides and directs the work of other scientists and project team members 

Selects, directs, and assesses work of environmental consultants and contractors 

Works on several detailed and complex projects and issues at once, coordinating, analyzing, tracking costs, and minimizing corporate environmental risk 

Interfaces with the public on sensitive environmental issues and educational programs 

Manages investigations, related to air, water, or hazardous waste issues 

Participates in activities concerning PNM involvement in environmental lawsuits 

Acts as the primary Environmental Services interface with legal counsel 

Directs and participates in due diligence assessments for multiple types of transactions associated with real property and operational assets 

Reviews and comments on environmental laws, regulations, and legal issues. Participates in stakeholder processes 

Develops, implements, and manages corporate environmental policies and programs (e.g. auditing and environmental management systems) 

Represents the companys interests in utility/other organizations 

Obtains necessary permits for company activities/facilities and provides compliance support 

Directs decision-making regarding interpretation of laboratory/field analytical results 

Directs decision-making regarding spills, unintended damage to natural or cultural resources and or wildlife and habitat 

COMPETENCIES:  

Ability to work on very complex long-term projects and issues and respond quickly and accurately 

Proficient in project management techniques, skills, and ability to implement quality control procedures 

Good facilitation skills for meetings and negotiating sessions internally and externally 

Excellent listening skills and the ability to apply effective communication techniques when appropriate 

Must have knowledge of and experience with supervisory and teaching skills 

Effective time management with ability to schedule and track several complex projects at once 

Ability to effectively practice conflict resolution internally with staff as well as externally with the public and regulatory agencies 

Thorough knowledge and understanding of environmental regulations and laws 

In-depth understanding of corporate policies and direction and the ability to incorporate into project goals 

Ability to review long and detailed regulations, stipulations, and interpret financial or legal risk to the corporation 

Familiarity with engineering principles and engineering requirements of projects 

Working knowledge of electric and gas utility industry 

Ability to perceive emerging issues and potential impact to the utility industry 

QUALIFICATIONS                    

MINIMUM EDUCATION AND/OR EXPERIENCE:  

Bachelor's degree from four-year college or university with six to seven years of environmental related experience, or equivalent combination of education and/or experience related to the discipline 

CERTIFICATES, LICENSES, REGISTRATIONS: 

Must possess a current, legally valid driver¿s license and meet the company¿s driving record requirements. 

COMMUNICATION SKILLS:                   
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals 

Ability to write complex and publishable reports and presentations  

Ability to speak effectively before groups of customers or employees of organization 

Ability to positively frame difficult issues and persuade listeners 

MATHEMATICAL SKILLS:                   
Ability to calculate figures and amounts such as proportions, percentages, area, circumference, and volume 

Ability to perform unit conversions 

Ability to apply concepts of basic algebra, and geometry and statistics 

COMPUTER SKILLS:                   

Working knowledge of database, spreadsheet, word processing, and presentation software 

Understanding of GIS software 

ANALYSIS AND PROBLEM-SOLVING ABILITY:  

Ability to solve complex problems and deal with a variety of abstract variables in situations where little or no standardization exists. Ability to formulate and communicate complex data collection strategies.
