Performs and/or manages activities relating to planning, designing, building, and maintaining IT services, projects, portfolios, products and processes. Creates and assigns detailed tasks to subordinates. Has budget responsibility for a small project, sub-project or process component. Expected to work under minimal supervision.
Note: This is a hybrid position (in-office with remote flexibility). Employees are required to be in office at least three days per week (Tuesday, Wednesday, and Thursday).
You must be able to commute within our service area in Baltimore, MD to be considered. No relocation is available/offered.
*Position may be required to work extended hours, including 24 x 7 coverage during storms or other energy delivery emergencies (storm duty rotation) as well as On-Call Support on rotation basis.
Primary Duties
- Perform, manage and appropriately document work activities relating to IT service portfolios or products in support of our business partners. Lead IT activities required to manage service level agreements. Assist others in long range portfolio planning and prioritizing work and work schedule within the confines of current year financial commitments. (45%)
- Assist in creation of documentation for products and services. Use best practices to improve products and services provided to business unit partners, and monitor adherence within Team/Group to standards as defined within the Management Model (15%)
- Maintain and enhance engagement with business and IT partners and other stakeholders (15%)
- Establish positive team environment by proactively assisting and training less experienced personnel. Provide performance and development feedback as required (15%)
- Maintain technical knowledge and business acumen within own discipline or function (10%)

Minimum Qualifications
- Bachelor's degree in Computer Science or related discipline and typically 4 to 7 years experience in Information Technology or, in lieu of a degree, 6 to 9 years of relevant work experience.
- Proficiency in Oracle OMS Technologies - data model, interfaces, SQL reporting solutions and Java technologies.
- Experience leading small IT projects or sub-teams and knowledge of IT project management.
- Strong problem solving and analysis ability.
- Excellent communications skills (written and verbal)
- Ability to work with remote project teams
Preferred Qualifications
- Appropriate technical skills - Extensive experience(typically 5 to 8 years) demonstrating skill performing analysis, design, programming and testing in procedural languages (Python, JAVA, C++, .Net, Unix scripting/operating systems, etc.).
- Experience in skills like Java Swing, J2EE( JMS, JDBC, Java beans), Web services, Azure Cloud technology, Azure Devops, Azure Logging and analytics, Weblogic administration.
- Experience with Oracle's OMS data model and associated DB languages (PLSQL, SQL, NoSQL, MongoDB etc.)
- Experience with Application web server configuration and associated web languages (html, JS, CSS, JSP, ASP.net ).
- Experience in any Integration technology, ETL products (Informatica) and BI reporting is a plus.
- Experience demonstrating skill creating and supporting applications across multi-platform environments.
- Experience demonstrating skill using formal IT change control philosophy and Source Control methodologies to administer various tiers of enterprise-level applications (development, stage, production).
- Knowledge of business practices pertaining to Electric Operations.
- Self-motivated, able to lead, coordinate, prioritize and manage workload and meet critical project milestones and deadlines.
- Curious and eager to learn new and emerging technologies.
