Description

Reporting to the Director, Streetlighting and Metering Operations is accountable for the day-to-day execution of the streetlight work programs. This includes providing technical and administrative guidance to the third-party vendor to ensure that contractual service levels are met and capital upgrade projects are completed. The role includes monitoring the quality, timeliness and cost of the assigned work and ensuring that the contractor has systems in place to complete work safely. The incumbent will liaise with external and internal stakeholders to provide status updates and recommendations with respect to street light systems.

KEY RESPONSIBILITIES:

  • Provides day-to-day guidance and support to contractor(s) to ensure that assigned work is completed to the requisite standards (cost, customer, assets function, reliability, safety, environment) and in a timely manner.
  • Manages and mitigates day-to-day construction issues in the field, including:  oversight of legal compliance, materials issues, quality issues, environment, health and safety concerns, and customer complaints.
  • Manages the day-to-day field contract administration of all reactive and corrective street lighting work orders issued by the project execution team, including compliance to service level KPIs.
  • Facilitates monthly short-interval-control (SIC) meetings with vendor Contract Administrators and Toronto Hydro Street Lighting management to review program status, safety, and compliance KPIs
  • Regularly ensures all contractor staff comply with training requirements and conducts monthly safety inspections on contractor vendor firm field staff.
  • Conducts root-causes analysis and investigations, identifies non-conformances, taking steps and actions to document, resolve and close gaps.
  • Acts as a liaison with system operations to mitigate issues with hold-offs and work requests.
  • Reviews assigned projects and scope packages and conducts project site visits to ensure material is current and relevant and verifies approach and constructability.  
  • Consults with the Supervisor, Street Lighting Design to provide advice, consultation and support on the constructability of the work package, offering advice/changes to support improvements to safety or reliability during the construction phase.  
  • Attends pre-construction and ongoing regular construction meetings with assigned vendor.  
  • Leads monthly safety and operations meetings with assigned contractor vendor firm(s) and provides content on safety topics and delivers any required environment, health and safety and/or quality bulletins and any standard design practice changes, process and procedure changes and operational updates.
  • Supports Supervisor, Project Execution with recurring billing sessions to review and ensure all contractor work adheres to standards/guidelines.
  • Reviews all requests for system access by contractor vendor staff; ensures pre-qualification of contractors are met.  
  • Coordinates external resource support, should the situation warrant, including engaging with the firms, rostering of crews, processing time sheets and managing materials availability.
  • Acts as a single point of contact to contractor vendor firm(s) during escalated emergencies.  

REQUIREMENTS:

  • Journeyperson Electrician, Power Cable or Lineperson (Power Line Technician) or is preferred.  Certified Engineering Technologist or Professional Engineers will be considered.  Candidates with equivalent related education and experience may also be considered.
  • Minimum five (5) years of experience post apprenticeship
  • Minimum three (3) years of supervisory/project leadership experience working in the electrical field with a preference for those with streetlighting service experience.
  • Knowledge of Occupational Health and Safety Act (OHSA), Toronto Hydro/Electrical Utilities Safety Association Rule Book, Utility Work Protection Code, Transportation of Dangerous Goods and relevant safety, electrical and environmental legislation and regulations
  • Familiar with reading electrical drawings, feeder/operating prints, switching, overhead/underground work practices and standards
  • Strong project management skills with an understanding of project management methodology, project oversight and control of the sequence of work
  • Experience working and managing contractors
  • Experience with computer systems and applications including safety performance tracking systems, accident/incident investigation techniques, work management, Microsoft Office and general office automation tools
  • Strong analytical skills with the ability to make operational decisions in a time sensitive manner
  • Strong verbal and written communication skills
  • Knowledge of overhead and underground distribution system
