Grade: Exempt 58 or Exempt 59

JOB SUMMARY

** This job is being posted across two skill levels (Senior) or (Lead). Applicants will be considered only for the higher of the two levels in which they qualify. **

Responsible for ensuring the efficient and cost-effective procurement of coal, natural gas, fuel oil, and any other consumable commodities related to the Company's generating assets. In addition, the role includes the negotiation and management of short term and long term contractual obligations related to fuel supply, fuel storage, fuel transportation, rail maintenance, consumed fuel biproducts, fuel support consumables, and any other fuels/ products current or future that are related to the production of electricity. The demands placed on this role require the ability manage a high level of analytical evaluation and tracking of fuel and energy markets with a keen eye for detail, excellent negotiation skills, and the ability to maintain productive relationships with suppliers, regulatory bodies, and other stakeholders.

LEVEL OF RESPONSIBILITY

Responsibilities are varied and complex. Often works outside area of assigned duties. Applies advanced skills in multiple areas. Resolves complex issues which impact business operations both inside and outside own department. Makes unreviewed decisions related to the area of responsibilities. Opinions carry significant weight in policy and strategy decisions.

ESSENTIAL FUNCTIONS

Respond to data requests from regulatory and government agencies regarding fuel-related issues.

Review and approve fuel-related invoices, such as coal and natural gas transportation, railcar maintenance and repair, etc.

Oversee administration of coal-related agreements, including multiple coal supplies, multiple railroads, multiple ash disposal sites, multiple railcar maintenance shops, and maintenance of multiple rail spurs.

Oversee administration of natural gas transportation agreements, including multiple intrastate and interstate pipelines and multiple supply contracts.

Issue requests for proposals and conduct contract negotiations for coal supply, rail transportation, railcar and track maintenance, and ash disposal.

Issue requests for proposals and conduct contract negotiations for natural gas supply and transportation contracts.

Procure fuel and transportation for OG&E's generating resources, ensuring reliability and cost-effectiveness.

Engage in fuel market awareness involving tracking market trends for national and international oil and natural gas productions.

All other duties as assigned.

Coordinate with Resource planning and Market Operations to secure the lowest cost and most flexible gas supplies.

Maintain knowledge of gas market pricing and monitor publications to determine favorable purchasing options.

REQUIREMENTS

SENIOR
Associate's degree with 7 years of experience in Accounting, Finance, Marketing, Power Industry, Gas/Coal Industry, etc.; Or
Bachelor's degree with 5 years of experience in Accounting, Finance, Marketing, Power Industry, Gas/Coal Industry, etc.; Or
Master's degree with 3 years of experience in Accounting, Finance, Marketing, Power Industry, Gas/Coal Industry, etc.

LEAD
Bachelor's Degree (Masters Degree preferred) and 8 years of power industry experience (to include 4 years of directly related experience)

SPECIAL SAFETY REQUIREMENTS

Member will not be required to drive in order to perform their job duties.

KNOWLEDGE, SKILLS AND ABILITIES (KSAS)

Ability to understand and administer complex coal and rail contractual provisions

Ability to handle confidential information and material with the highest degree of professional responsibility

Knowledge of coal and rail contractual provisions and knowledge of power generation plant operations

Knowledge of gas pipeline operations from production to final sale of gas

Ability to be a positive and serve as a value-added resource to team members and external customers

Ability to adapt quickly to a changing environment

Strong organization/multi-tasking skills with the ability to plan/prioritize to ensure efficient and timely deliverables

Ability to communicate (written and verbal) effectively and professionally, both internally and externally

Personal computer skills with strong knowledge in Microsoft applications (Excel, Word) and other company software (SAP)

Strong business acumen and ability to effectively apply knowledge of the regulatory environment and process of a shareholder-owned regulated utility

Ability to exercise independent judgment and discretion to make critical decisions in a timely manner

Strong interpersonal skills with the ability to interface with diverse personalities

Ability to work within and support Company policies, practices, and procedures

Ability to model and demonstrate behaviors in support of an IIF culture

Strong influencing and negotiation skills
