Has the overall responsibility of constructing and modifying substations within Strategic Projects to ensure quality construction, accurate budgeting, schedule adherence, and implementation of cost controls systems. Provide technical and leadership support through recommendation and projects for Commercial Operations. Duties include negotiation of large contracts, procurement, construction, and ongoing operations and maintenance to ensure that the company's interests are being met. Provide strategic support in the development the company's transmission and distribution system.
Accountabilities
- Lead EDE's substation construction projects coordinating all aspects of the project, especially construction activities. Work to effectively complete each project within budget, schedule, and scope and that the quality of each project will provide safe and reliable service to the company. Evaluate contractor selection and performance to enhance value to customers, shareholders, and employees.
- Promote, monitor and enforce area safety program emphasizing individual responsibility and ensuring compliance with all applicable procedures, work rules, regulations and codes. Develop and maintain safe operating practices for all equipment that ensures equipment is appropriately locked out for maintenance and construction, but also ensures all systems are fully functional when it is returned to service.
- Develop project execution plans that include detailed budgets, scopes of work, contracts and schedules. Maintain the project documents throughout the life of the project, and ensure the all documentation is accurate and readily available. Support the monthly project and financial reporting as required.
- Be familiar with both electric transmission and distribution system capabilities such that any flexibility within the system can be used to mitigate the duration of any substation emergency. Clearly communicate with other managers responsible for the operation of the transmission and distribution system.
- Analyze transmission and distribution equipment and functionality to assist in developing a comprehensive strategy to aid in the development of the Construction Budget.
- Provide leadership to develop a culture reflective of a commitment toward a project management philosophy that supports the company's goals. Manage a staff of project professionals and/or accountants to maintain effective cost controls.
- As a member of the management team responsible for new T&D builds and major capital construction projects on Liberty-Empire's system. Ensure that operations and maintenance personnel are incorporated in the construction and commissioning process of these projects to allow a smooth transition to long-term operation and maintenance in order to enhance the value of the projects to the Company.
Education and Experience
- Minimum 10 years' experience and Bachelor's degree in Engineering, Electrical preferred, with experience in electric utility construction and project management
- A thorough understanding of the principles, purpose and operation of utility electrical and mechanical equipment and a practical knowledge of substation operation.
- Prefer Professional Engineer License, or ability to obtain.
