Description
PRIMARY PURPOSE OF POSITION

Responsible for the management of environmental aspects of multiple, complex, multi-year utility projects (transmission, distribution, substation, etc) and/or Manufactured Gas Plant (MGP), Superfund, and Brownfield remediation projects. Position has direct responsibility for identifying environmental studies required for each project, identifying the permitting timeline, securing permits from environmental agencies to support overall project schedule, and oversight of environmental compliance during construction. Position has direct responsibility for achieving project goals safely within approved project schedule and cost parameters. Position has direct responsibility for developing and maintaining relationships with Regulatory Agencies, municipalities and third parties (developers, property owners, etc.) to facilitate permitting and construction phase compliance and implementation of remedial strategies when assigned environmental cleanup projects. Position will also serve in a mentorship role for more junior environmental project managers. Position may be required to work extended hours, including 24x7 coverage during storms or other energy delivery emergencies.

Primary Duties

PRIMARY DUTIES AND ACCOUNTABILITIES

  • Develop and implement project permitting strategies, plans, schedules and budgets to safely achieve project objectives of assigned projects in accordance with established scope, schedule, budget and process parameters. 
  • Manage contractor performance to contract and scope documents. Provide direction and leadership to contractors, consultants and project team members. Interface with internal stakeholder organizations as well as project reporting to EU Senior Management. 
  • Conduct project reviews including field visits to monitor compliance, resolve conflicts and develop recovery plans including risk/contingency analysis. 
  • Interface with Senior Leadership to present project status updates. 
  • Leverage expertise to provide environmental consulting support to other EU organizations or EU Initiatives. 
  • Develop and implement outreach and communication strategies with external stakeholders including negotiating and influencing agreements with third parties such as property owners, municipalities, state and county agencies. 

JOB SCOPE

  • This position is responsible for leading the development and execution of project strategies involving internal and external stakeholders as well as regulatory agencies safely and in accordance with established scope, schedule, budget and process parameters. This position is directly responsible for meeting regulatory requirements. Work is diversified and complex and requires understanding of regulations, contract and technical requirements as well as EU outreach goals and strategies.
  • Success requires close interaction with project managers, construction managers, regulatory agency personnel, contractors, consultants, municipalities and third parties. Strong leadership, interpersonal, financial and negotiating skills are essential. Autonomy in decision making with a strong sense of integrity and accountability and ability to self-direct performance are required.

MINIMUM QUALIFICATIONS

  • BS in Engineering, Environmental or Science.
  • The knowledge, skills and abilities to successfully accomplish the responsibilities of this position are acquired through at least 8-10 years of relevant operating, environmental, regulatory and/or project management experience.
  • Demonstrated negotiating and conflict management skills. Valid Driver's License or ability to obtain Demonstrated Leadership, Communications and Presentation Skills Demonstrated ability to build consensus, establish trust, communicate effectively and foster culture change. Demonstrated strong judgment and time management skills Ability to work independently and as a project team leader including the ability to handle conflicting priorities in a multi-task environment Demonstrated proficiency and experience managing complex projects and overseeing multiple contractors supporting a given project
  • Demonstrated knowledge and working experience with applicable local, state and federal environmental regulations and interacting with regulatory agencies. Certified Associate in Project Management (CAPM) or achieve CAPM within two years of job entry (PMP certification will fulfill this requirement)
