Job Description
Join PSE's Transmission Services Open Access Transmission Tariff (OATT) Administration team as a Transmission Services Specialist and play a critical role in ensuring reliable electricity transmission across the Pacific Northwest. As a Transmission Services Specialist, you'll process transmission and generator interconnection requests while maintaining regulatory requirements in alignment with PSE's OATT and federal regulations.
In this dynamic role, you'll handle day-to-day customer communications and process applications according to established timelines and regulatory requirements under guidance of senior team members. You'll serve as both a regulatory support specialist and customer service representative, staying at the forefront of evolving Federal Energy Regulatory Commission (FERC) transmission and interconnection regulations while monitoring applicable regulations, orders, and rules to stay informed of current and changing requirements at the state and federal levels.
You'll be responsible for document management, metrics reporting, and FERC quarterly reports, ensuring PSE meets all regulatory standards and timelines. This position offers significant variety, combining analytical work with customer service as you train internal departments on regulatory requirements and coordinate across departments to support PSE's mission to provide safe, dependable energy to our customers.

Job Responsibilities
- Processes FERC transmission and generator interconnection customer requests for service per PSE's OATT and FERC regulations, including customer support throughout the process.
- Prepares quarterly FERC and other metrics for the department.
- Researches and remains current on federal, state and other statutes, with particular focus on FERC transmission and generation interconnection orders and regulations.
- Assists with the implementation of the OATT Compliance Program to ensure all regulatory requirements are met.
- Supports the development of training programs to ensure employees are knowledgeable regarding regulatory compliance issues and conducts necessary training.
- Coordinates with compliance personnel in other departments to meet FERC and OATT standards and timelines.
- Provides input into federal and state rulemaking proceedings.
- Performs investigations relating to potential regulatory or compliance violations.
- Works cooperatively with other departments to communicate pending or upcoming regulatory proposals and obtains input from others to align proposals with company objectives.
- Takes the lead on posting pages and uploading forms to the department's website.
- Maintains the department's document management system.
- Prepares and delivers presentations to internal staff across the organization.
- Disseminates timely communication on all other related regulatory and compliance matters for the department.
- Performs other duties as assigned.
Minimum Qualifications
- Bachelor's degree in business, accounting, economics, finance, engineering or applicable field; or an equivalent combination of education and relevant experience.
- Two (2) years of relevant work experience, preferably in the energy industry as an analyst, engineer, or compliance specialist.
- Strong organizational, analytical and communication skills including ability to interact with a wide variety of individuals.
- Demonstrated ability to learn and apply new systems to job responsibilities.
- Ability to work in a team environment with a strong ability to think independently and facilitate cooperation.
- Proficiency in Microsoft Office Excel, Word, PowerPoint and database applications.
Desired Qualifications
- Knowledge of FERC transmission and OATT compliance regulations and processes.
- Ethics, compliance and/or business conduct experience in utility sector or other regulated industry.
- Understanding of utility operations and regulations.
