JOB SUMMARY

The Regulatory Specialist monitors proceedings of the Public Utility Commission of Texas and other state and federal agencies, prepares and files procedural and regulatory filings, and calculates and calendars deadlines for procedural and regulatory filings. Coordinates with Information Governance concerning custody, storage, and retention of electronic information, and assists with ERCOT Board of Directors meetings. Provides support for ERCOT's regulatory compliance initiatives.

JOB DUTIES

ADDITIONAL JOB DUTIES

  • Assists the ERCOT Legal Department with matters concerning regulatory filings and monitoring, Information Governance procedures, Board of Directors meetings, and Legal Department compliance initiatives
  • Provides backup support for paralegals and other specialists within the department, which requires cross-training on other roles, functions, and responsibilities
  • Monitors and prepares daily reports of industry filings submitted in relevant Public Utility Commission of Texas (PUCT) and Federal Energy Regulatory Commission (FERC) proceedings; monitors and reports on federal litigation matters
  •  Reviews orders, memorandums, and publications filed with the PUCT, FERC, and/or publications of the Federal Register for deadlines impacting ERCOT and calendar deadlines
  • Primary point of contact for ERCOT's regulatory filings with the PUCT, state, and federal agencies
  • Coordinates deadlines and case file organization regarding Public Information Act requests received by ERCOT from the PUCT, and files comments with the Office of Attorney General as requested
  • Supports the ERCOT membership registration process
  • Assists with ERCOT Board of Directors Committee meetings, including working closely with committee attorney, executives, and Subject Matter Experts (SMEs) to review and finalize public committee materials for posting to ERCOT.com. Responsible for uploading and publishing public and executive session materials
  • Serves as information custodian for all Legal Department electronic documents in SharePoint
  • Coordinates with Information Governance regarding electronic record retention and storage
  • Maintains the Legal Department's project tracking platform, meets with attorneys as needed to update the status of projects, and prepares and submits monthly report aggregating details of projects to senior department leadership
  • Assists with maintenance and updates to General Counsel's SharePoint site
  • Receives and processes Market Participant Emergency Operations Plans and facilitates transmittal of same to PUCT
  • Manages FERC Critical Energy Infrastructure Information (CEII) electronic mailbox, calendars response deadlines, prepares draft responses for attorney review and approval, and submits responses to FERC
  • May assist with ERCOT's regulatory compliance initiatives
  • May act as liaison with Market Participants, Board of Directors, and Corporate Members as necessary to perform job duties
  • Must be able to adapt to changing circumstances and function well under pressure

    EXPERIENCE
  • Requires minimum 2 years job related work experience in excess of degree requirements
  • Requires excellent written and verbal communication skills
  • Prefer experience with proceedings at Public Utility Commission of Texas
  • Prefer ability to adapt to changing circumstances and function well under pressure
  • Prefer exposure to and/or knowledge of processes related to conducting board meetings, including familiarity with Diligent software tool
  •  Prefer knowledge or experience working on compliance matters, and/or experience working with Archer Governance, Risk and Compliance software tool

EDUCATION

  • High School Diploma or GED (Required)
  • Associate's Degree (Preferred)
  • Bachelor's Degree (Preferred)
  • or a combination of education and experience that provides equivalent knowledge to a major in such fields is required
