DESCRIPTION:
Under the general direction of the Manager Utility Rates and Revenue, the Senior Regulatory Rates Advisor holds primary responsibility to design FortisAlberta's distribution tariff rates and riders for recovery of the entirety of FortisAlberta's capital and operating costs from customer rate classes. This involves applying accepted regulatory and ratemaking principles to develop and gain approval of rates and riders from the AUC that are fair and workable for customers, retailers and the company. In addition, the Senior Regulatory Rates Advisor will support the group's responsibilities in the preparation and review of comprehensive revenue forecasts and analysis, as well as monthly deliverables.
DUTIES & RESPONSIBILITIES INCLUDE (but not limited to):
Rate Design:
Design rate and rider structures in support for Distribution Tariff applications made to the Alberta Utilities Commission (AUC), including supporting the development of written testimony
Advise internal customers on the interpretation and application of rates and riders, and support the implementation of rates in the billing system to ensure the rates are applied consistent with regulatory approval
Develop models/calculators that compute approved and proposed rate and rider designs and the associated revenues
Advise on interpretation and implementation of decisions from regulatory authorities
Train and support others within Regulatory and support training and tariff implementation for other departments
Regulatory Revenue:
Oversee the preparation of a revenue model that incorporates a variety of inputs from multiple functional areas and employs complex regulatory and financial computations
Review monthly accruals, forecasts and internal reporting on corporate results prepared by the Regulatory Revenue Advisor
Identify and resolve gaps in data or information quality
Resolve revenue-related financial issues within regulatory parameters
Special projects and other duties as assigned
KNOWLEDGE, SKILLS & ABILITIES:
Demonstrated analytical and mathematical skills, primarily with respect to financial analysis and complex modeling
Advanced proficiency in Microsoft Office (Word, Excel, PowerPoint); specifically utilizing Excel and VBA for data analysis and modeling
Experience with SQL and Power BI
Effective verbal, written and presentation communication skills including the ability to clearly present information to various audiences in both formal and informal settings
Excellent organizational and time management skills to manage multiple priorities and competing demands with tight timelines
Proven ability to work within a team environment or independently without direct supervision
Understanding of financial, accounting, and economic concepts
Solid understanding of utility ratemaking principles and processes
Thorough understanding of the Alberta electric industry (all components) and related regulations
EDUCATION & EXPERIENCE:
Bachelor's degree in economics, statistics, actuarial science, accounting or engineering plus a minimum of 7 years of related experience; an equivalent combination of education and experience may be considered
Experience communicating complex, detailed concepts widely to differing audiences in a concise, compelling manner verbally, in writing and graphic formats would be an asset
Experience working in a regulated environment, preferably within the electrical utility industry would be an asset
