Job Summary 104244 - Sr Regulatory Analyst

Works with cross functional teams to plan, prepare, research, analyze, litigate, implement regulatory strategies and plans with each state's regulatory team to meet cost recovery objectives to ensure rates that are competitive, profitable, and comply with regulatory policies and guidelines.

Within this environment, the Regulatory Analyst will support accurate, timely and innovative regulatory initiatives, including but not limited to: regulatory rate case filings, compliance filings, tariff filings, regulatory asset accounting, data analysis, and utility capital structure. The Regulatory Analyst will support working relationships with Legal, Financial Planning, Accounting, etc., to meet corporate, regulatory strategic initiatives.

Essential Functions

  • Work with various NiSource operating company management teams to develop strategies and work plans that will ensure timely recovery of costs that are included in base rates and approved recovery mechanisms.
  • Support analytical studies that provide alternative approaches and recommend regulatory strategies that maximize the operating companies; ability to generate revenues and provide for timely recovery of costs while optimizing the return on invested capital.
  • Prepare testimony and exhibits to support regulatory applications; analyze intervenor testimony to formulate responsive testimony and assist with cross-examination strategies; prepare data request responses during general rate cases and other petitions; and assist with support required during Commission hearings.
  • Timely and accurate development, interpretation and input of approved rates into customer billing system.
  • Verification that customers' bills are correctly calculated.
  • Comprehensive financial support, including accurate financial reporting of regulatory items within external filings, financial plan updates and internal management reporting
  • Foster partnership with other internal departments such as Legal, Financial Planning, Accounting, etc.
  • Compiles, organizes, analyzes and formats data for cost recovery filings, base rate case filings and other regulatory reports and filings
  • Provides fundamental rate interpretation, maintains rates in the billing system, coordinates billing changes
  • Provide regulatory support to other business units and project teams
  • Assists in ensuring accurate financial records
  • Maintains awareness of state projects and/or matters in the provision of good customer service
  • Ensures the seamless flow of information amongst team members
  • Embraces and utilizes new technologies and strives for continuous improvement
  • Prepare test scripts for SOX internal control testing, perform and record testing results to maintain adequate internal controls to comply with Sarbanes-Oxley requirements
  • Performs duties under close supervision
  • Provides regulatory support to internal project teams and individuals
  • Interprets and analyzes Commission regulations, rate orders, Commission Staff reports and interveners' positions
  • Coordinates external and internal audits
  • Coordinates tasks within assigned projects
  • Provides technical support for responding to outside parties such as Commission Staff, Consumer Advocates, and legal counsel
  • Maintains rates in the customer billing system and verifies the customer bills are correctly calculated
  • Leads billing implementation changes with IT and other internal groups
  • Assists Managers and Lead Regulatory Analysts with duties, including training of Regulatory Analysts
  • May provide expert testimony in support of filings

Required Qualifications For Position

  • Bachelor's Degree in Accounting, Finance, Economics, or other business discipline
  • Demonstrated ability to work with minimal supervision in an accurate and timely manner and deliver results
  • Proven record of experience in the regulatory environment, public accounting, finance and/or accounting discipline
  • Demonstrated ability to be self-motivated
  • Exhibited expert technical skills and attention to detail
  • Excellent verbal and written communication skills
  • Solid working knowledge of MS Office (Excel & Word)
  • Works well in a team environment

Preferred Additional Qualifications for Position

  • Master's Degree MBA
  • 1-5 years' experience preferred
  • Witness training and/or previous witness experience
  • Certified Public Accountant (CPA) Upon Hire
