What You'll Do:
As the HSE Operations Manager, you will lead the Canadian operations by fostering a safety-first culture and implementing a standardized HSE operating system across North American facilities. You will develop, review, and maintain HSE policies and compliance matrices to ensure alignment with legal and corporate standards while building strong relationships with operational sites, regulatory bodies, and local communities. Collaborating with site teams, you will help to integrate HSE considerations into daily operations, assess training needs, track safety metrics, and support incident investigations. Additionally, you will ensure consistency in HSE programs, provide guidance on compliance documentation, conduct regular site visits, and implement new safety initiatives across business units, driving continuous improvement in HSE performance.

This role will be based in Toronto, and you will be expected to work from our corporate office a minimum of 3 times a week in line with our hybrid work model.

Key Responsibilities:

  • Lead Canadian Operations from an HSE perspective by establishing a safety-first culture and HSE Operating system across North America Operations across all operational areas and championing a proactive approach to safety. 
  • Build strong relationships with Canadian and USA operational sites, regulatory bodies, industry partners, and local communities regarding HSE matters.
  • Ensure HSE policies and procedures are fully compliant with legal and corporate requirements.  This includes developing HSE policies and procedures for newly constructed facilities and reviewing policies and procedures on a regular basis for currently operating facilities.  Maintain an up-to-date compliance matrix for each facility referencing applicable laws, regulations, and standards.
  • Assess and verify training needs for each site, provide support to the sites on the planning of any necessary internal and/or external training as required.  Work with facility managers to ensure a training matrix is being maintained for the personnel at each site and that training needs align with all of the regulatory, legal, and corporate requirements.
  • Provide support to the sites to ensure all applicable documentation with respect to meeting compliance obligations is organized and correctly filed.  Where facility managers or others have been delegated or are responsible for specific tasks, provide appropriate guidance and audits if necessary.
  • Collaborate with operational teams to integrate HSE considerations into daily activities and project planning.
  • Provide support to sites for incident investigations and track monthly HSE statistics (leading and lagging indicators) for submission to corporate.  Work with the site manager to identify opportunities from safety incident data to relay findings and trends through well written safety communications (Safety Alerts, lesson learned, etc.)
  • Assist corporate in the completion of readiness checks for the North American sites including creation of reports. 
  • Conduct Regular site visits to verify HSE performance and ensure alignment with legal and corporate standards.
  • Collaborate with site managers and/or safety representatives to drive key initiatives and support the Plant Manager's HSE goals for their site 
  • Ensure consistency and coordination of programs, requirements, documentation and other elements of the HSE program, policies and procedures across facilities.  Coordinate with other business units as appropriate.
  • Implement new H&S programs across Business Units as mandated by corporate or legal standards, including initiatives such as corporate statistics, incident reporting and investigation, Hazard identification and control, working alone, LOTO, Working at Heights, WHMIS, Drive and Vehicle Safety Standard, Contractor Safety, etc. Provide support to the sites during the implementation process. 
  • Provide support to cooperate with the development and implementation of HSE Management System,
  • Provide support to the site on the HSE Contractors pre-qualification process and review of site-specifics safety plans.
  • Provide support to construction projects as needed.

Qualifications and Experience:

  • Completed degree (B.Sc.) in occupational health, safety management, environmental science, engineering or equivalent.
  • 7+ years experience in HSE.
  • Renewable energy project construction and/or operation experience will be considered an asset  
  • Knowledge of local HSE legislation, standards, codes, management system and industry practices. OSHA knowledge will be considered an asset.
  • Possess excellent leadership and people management skills.
  • Preferably trained in the implementation of ISO standards such as, ISO45001, ISO140001, ISO 9001 etc.
  • Working experience in a multi-cultural and international environment.
  • Available to travel within Canada and USA. Ability to travel 25% of the time
  • Computer literate, excellent skills as a trainer regarding HSE, leadership skills, effective writing, and communication skills
  • Certificate or Diploma in Occupational Health and Safety; CRSP, CSO, or NCSO
  • Proficiency in MS Word, PowerPoint, and Excel, with the ability to adapt communication styles to various audiences
  • Valid driver's license and clean driver's abstract.
