POSITION PURPOSE:

This is a NERC Certified System Operator - Transmission and Interchange Services (TIS), 7x24 position that reports to the Manager, Transmission and Interchange Services. The incumbent is responsible for real-time coordination, evaluation, and posting of transmission capability/availability of TVA transmission resources for all customers - both internal and external to TVA. The incumbent evaluates non-firm requests in the real-time horizon for transmission reservations and schedules in a non-discriminatory manner and in accordance with TVA's Transmission Service Guidelines. The incumbent continually evaluates transmission resources to ensure that customer requirements for the next hour, next day, and longer are met.

PRINCIPAL ACCOUNTABILITIES:

1. Responsible for complying with the NERC Standards. Has the responsibility and authority to take, or direct, any and all actions necessary to ensure the stable and reliable operation of the Bulk Electric System. These actions may be taken without prior management approval.

2. Receives and prioritizes requests for transmission service reservations and schedules, and posts the status of each request on TVA's OASIS (Open Access Same-time Information System) in accordance with TVA's Transmission Service Guidelines and FERC policy.

3. Uses computer models to evaluate transmission requests from TVA Marketing and external transmission customers. Approves or denies transmission service reservations and schedules in a timely manner and notifies the transmission customer(s) of the status of each request. Acts as TVA's agent to apply TVA's Transmission Service Guidelines and established business practices in granting use of TVA transmission facilities.

4. Central point of contact with transmission customers to modify transmission reservations and schedules. Adjusts Available Transfer Capability (ATC) and Total Transfer Capability (TTC) as required and posts transmission capability on OASIS.

5. Responsible for providing approved, valid, and balanced Interchange Requirements for the TVA and adjacent Balancing Authority Areas.

6. Responsible for transmission energy tagging including approval/denial, adjustments, validation, and ramping.

7. Confirms with TVA Balancing Authority, when requested, the ability to meet ramping requirements.

8. Responsible for monitoring real-time systems to ensure balanced schedules.

9. Monitors TVA's transmission scheduling system and curtails transmission service schedules when necessary.

10. Implements curtailments due to Transmission Loading Relief (TLR) process in coordination with the TVA Balancing Authority.

11. Makes the necessary entries into the Energy Management System and other databases to record transmission service transactions for control and for billing purposes.

12. Performs Before-the-Fact (BTF) hourly checkouts of scheduled interchange with adjacent Balancing Authority Areas.

13. Performs daily Midnight Checkout to check the current day and projected next day scheduled interchange with adjacent Balancing Authority Areas and IPPs and resolve issues as needed.

14. Responsible for oversight and tracking of the IPPs within the TVA Balancing Authority Area including verifying schedules, monitoring actual generation, checking IPP generation against the plants' values and logging in Operations Data Store (ODS) Gold, and communicating with customers.

15. Must be proficient with systems such as TVA OASIS, WebTrans, ETS E-Tag, TSIN, Telegyr EMS, and ODS Gold.

16. Must have understanding of transmission open access regulations and current electrical industry developments.
