Job Summary

This position supports Power Generation - Generation Station Projects management team, estimating capital projects from conception to completion and sometimes managing capital projects. Candidate must be highly motivated, able to work with minimal supervision and have effective communication skills. Candidate must be able to qualify for work in the field including confined space, climbing stairs and ladders, wearing a respirator, etc.
    Provides estimates for utility construction projects between $500K - $200M (Capital improvement projects, new construction, outage projects, O&M projects, and Asset Retirement Obligation projects).
    Provides original or revised project estimates in support of the annual Capital Budget development process, typically involving up to five hundred estimates.
    Provides estimate support during state or federal regulatory reviews including a review of all estimates supporting the latest approved Capital Budget.
    Estimating with timely roll-out and execution of the entire estimate deliverable process.
    Assesses and accounts for project financial (estimation) risk through collaboration with the project team and stakeholders.
    Identifying and estimating labor, materials, equipment, services, and other costs for projects.
    May manage selected projects including major capital improvement projects, demolition, outage support, etc.
    Oversees site safety, environmental, and construction requirements in accordance with Dominion Energy policy and local/state regulations.
    Ensures all elements of the Contractor Safety Program are met and monitors safety on their projects.
    Ensures appropriate permits are obtained; ensures contractor compliance with site, environmental guidelines and obtains advance approval from the site Environmental Compliance Coordinator for materials and chemicals (i.e., concrete, oil, cleaner, lubricant, etc.) prior to allowing material on site.
    Accountable for project success, customer satisfaction, and technical project execution and delivery.
    Manages project risk through collaboration with the project team and customer(s).
    Oversees scoping, planning, scheduling, resource planning, and procurement activities for assigned projects, including integration with non-project work during major outages.
    Ensures all required construction permits are utilized including but not limited to: Digging/Drilling/Cutting (DDC); Welding/Flame; Line Break; Confined Space; Rigging/Lifting.
    Coordinates engineering resources by working proactively with Power Generation Engineering Supervision and contract external engineering, as necessary to complete projects in a technically responsible fashion.
    Ensures that a comprehensive, current scope of work and division of responsibility are maintained to include all vendor and Dominion scopes.
    Supports the development, implementation, and management of contracts with suppliers and contractors to support material procurement and resources for project development and implementation.

Required Knowledge, Skills, Abilities & Experience

The knowledge, skills, abilities and experiences that are required for entry into this job include the following:

  • 7-8+ years of industry experience in the field of construction, engineering, finance and/or management with a minimum of 3 years demonstrated experience in project management.
  • Demonstrated experience with major power plants and equipment including boilers, turbines, transformers, generators, pumps, motors, control systems, electrical/instrumentation, operations, and other balance-of-plant systems.
  • Must have the ability to lead multiple projects simultaneously over a large geographic territory, and handle stakeholder teams representing different departments and interests.
  • Must be able to review and understand project scopes.
  • Must understand the project life cycle and costs that come from project supporting activities.
  • Must have good technical, cost estimation and cost management skills.
  • Demonstrated experience in evaluating project work for O&M and Capital classification.
  • Effective communication, organizational, interpersonal, and integration skills are required. Must be able to present detailed project information to Sr. Management and able to answer questions posed by same.
  • Ability to coordinate processes and provide leadership in a team environment.
  • Ability to analyze information and make sound decisions including coordinating the resolution of technical problems and implementing changes.
  • Demonstrated computer skills with experience using SAP, Microsoft products, SharePoint, estimation software, etc.
  • Physical requirements for this position require the ability to bend, squat, occupy crawl spaces, walk stairs, walk over open grating, not afraid of heights, and confined space areas.

Degree or an equivalent combination of education and demonstrated related experience may be accepted in lieu of preferred level of education: Bachelor

Licenses, Certifications, or Quals Description

Preferred:  Professional Engineer (PE)

Other: Project Management certification preferred. Millstone must meet ANSI N18.1-1971, Section 4.6.2
