Summary

This role is responsible for initiating, coordinating, and leveraging corporate strategies for purchases of major equipment, materials, and/or services. This includes requesting supplier proposals, evaluation of proposals, leading negotiation and drafting of complex purchase agreements for critical materials and high-level services and leading these efforts across business units. The Procurement Contract Analyst serves as the lead and liaison between SRP stakeholders and the business community to source and evaluate all purchase requirements. This includes the use of market trend analysis, sourcing initiatives and software/tools, proposal evaluation, business partner alignment, risk management, project management, contract management/administration, supplier relationship management, and contract and commercial terms and conditions documentation review. In addition, this role develops and execute sourcing strategies to lead cross-functional teams to implement category management activities for multiple complex and/or critical categories, including implementation plan for achieving business objectives and benefit targets.

What You'll Do

  • Review requisitions for completeness, accuracy, and compliance with existing policies and procedures; ensure all material requests are received and processed for action in a timely manner; edit requisitions and confer with departments regarding requirements, specifications, quantity, and quality of merchandise; and determine delivery requirements.
  • Responsible for leading cross-functional teams to develop and execute strategic sourcing strategies and category management activities for assigned portfolios and categories of goods and services in support of department initiatives and O&M projects. This includes, but is not limited to conduct market research, analyze data, identify alternate opportunities; develop bid packages, coordinate pre-bid conferences, evaluate, and award bids and identify & coordinate deliverables.
  • Manage, create, and evaluate RFI's, RFP's, statements of work, standard legal documents, vendor proposals, materials demand forecasts and scope documents to minimize risk and maximize economic value on SRP's commercial transactions associated with materials and services.
  • Lead negotiations with suppliers and supplier's agents. Develop negotiation strategies and plans. Respond to exceptions to SRP's standard terms & conditions. Collaborate with Risk Management and Legal Services and business unit to develop, recommend, and approve non-standard contractual language.
  • Coordinate with all applicable internal stakeholders (including business unit, Warehouse, Logistics, Accounts Payable, Legal Services, Safety Services, Cost and Plant Accounting, Corporate Taxes, Cyber Security Services, Insurance Services, Supplier Diversity, Sustainable Solutions, Finance & Controls, Board and Council, Buy America, and Corporate Audit) to ensure each purchase agreement is issued and managed in compliance with corporate and regulatory requirements.
  • Responsible for the creation and maintenance of purchase orders utilizing requisitions received from internal clients or requisitioning systems. Includes preparation and submittal request for proposals (RFP's) when necessary; evaluation of quotes; placing purchase orders; determining freight carriers; and expediting shipments.
  • Manage and administer change orders/revisions, cancellations/terminations, extensions, negotiations to existing purchase agreements.
  • Administer all aspects of the contract administration process. Perform market analysis using industry and market intelligence, financial reports, market indices, global monetary exchange rates, and published economic documents to forecast and assess pricing, supply, and business risk, update contracts in accordance with established contract language and in the best interest of SRP.
  • Monitor and mitigate potential supply chain risks (including legal, commercial, technical, financial, procure-to pay, safety, chemical, insurance, cyber security, accounting, inventory management, system controls, and physical access) with each purchase request.
  • Responsible for Supplier Relationship Management by developing and maintaining effective communication with key suppliers to provide equitable value to both entities. This includes monitoring supplier performance and ethically resolving and overseeing supplier related challenges and disputes by implementing corrective action in accordance with established Contract Documents as necessary. Conducts meetings and presentations to all levels of stakeholders and with suppliers to share ideas and findings and to ensure that purchase requirements and purchase agreements are effectively managed.
