PSE's IT Application Solutions team is looking for qualified candidates to fill an open Program Manager IT position!

Job Description

 Manages the overall coordination, status reporting, financials, schedules and stability of project-oriented work efforts, ensuring that project goals and objectives are met within agreed-upon time, scope and resource requirements.
 Coordinates work performed by IT staff and internal customers / partners by defining project requirements, and performing feasibility and needs / impact assessments.
 Develops detailed project plans and manages all implementation processes including resource allocation, vendor / procurement management, risk management, progress tracking, monitoring change control process, testing, documentation, training and on-time delivery within budget constraints.
 Coordinates elements of communication and change / process management related to project outcomes across the organization as appropriate.
 Uses in-depth consulting skills, business knowledge, and packaged solution expertise to effectively integrate packaged technology into the business environment.
 Upholds the safety compliance standards inherent in PSE's operating and/or field procedures related to work responsibilities. Promotes and supports a culture of total safety.
 

Job Responsibilities

  • Leads multiple complex intermediate and large unrelated projects, or one very large, complex project. Manages all aspects of these projects throughout the project lifecycle including project scope, schedule, budget, resources, quality and change; works in a coordinated manner to ensure proper allocation of resources, individual project profitability and high client satisfaction. May also participate in driving workstreams for projects related to other IT or PSE departments as needed.
  • Applies advanced project management concepts and uses project management software to manage a portfolio of projects.
  • Diagnoses complex business and IT project related problems.
  • Assembles diverse inter-departmental and cross-functional project teams. Collaborates with resource managers to determine staffing mix required on projects to ensure best results.
  • Translates project requirements into project objectives and tasks, managing task assignments to project resources and reporting on and managing project scope throughout the project lifecycle.
  • Develops detailed project schedules, project estimates, resource plans, project financials and status reports. 
  • Sets and manages stakeholder expectations, managing and escalating issues, risks and changes when needed.
  • Measures progress toward project goals and revises project objectives and documents by applying change control procedures.
  • Provides customer satisfaction leadership, tracking and reporting.
  • Enforces use of defined project management methodology and governance processes.  Works collaboratively with other IT partners to develop new and improved existing project management and governance processes and procedures.
  • Communicates regularly to project sponsor, core team, and key stakeholders to seek required approval and/or initiate change.
  • Manages to business case, collaborating with Business Partners. Considers strategic alignment of anticipated project outcomes with business needs; improves alignment as needed.
  • Identifies project risks and issues and determines mitigation/contingency strategies.
  • Responsible for project vendor management. Includes definition of work scope, alignment of expectations, following established procurement procedures and and coordinating vendor activities.
  • Proficiently applies IT methods, professional knowledge and PSE standards and  practices to complex tasks and situations.
  • Responds to unfamiliar, undefined, unexpected, or unstable situations with the professionally prescribed standard response.
  • Relates effectively with business partners, professional peers, and other team members.
  • Participates in or drives project peer reviews.
  • Serves as lead resource for dealing with highly complex technical and/or business issues.
  • Demonstrates success leading diverse project teams or collaborating with business partners and peer-level professionals from other IT Teams, PSE departments, vendors or consulting organizations.
  • Mentors peers to acquire fine points of professional practice.
  • May monitor or coach lower level project managers.
  • May manage up to two direct reports.
  • Operates under limited direction.
  • Performs other duties as assigned.

Minimum Qualifications

  • Two (2) year degree or certification in a technology-related field or equivalent combination of education, work experience or relevant military experience, and at least eight (8) years of experience in related field.
  • Strong familiarity with project management software, including MS Project.
  • Ability to work in a team-oriented, collaborative environment is essential.
  • Strong team leadership and facilitation skills required.
  • Solid understanding of project management tools and methodologies, and ability to develop and manage project plans and budgets.
  • Strong verbal and written communication skills, including excellent presentation skills.

  • Undergraduate degree.

  • Proven experience working independently and/or in a team environments to deliver on initiatives.
  • Demonstrated ability to drive for results to deliver against commitments.

  • Solid verbal and written communications skills; ability to present and discuss technical information in a way that establishes rapport, persuades others, and gains understanding.
  • Project Management Professional (PMP).
  • Information Technology Infrastructure Library (ITIL) Certification.
  • Six Sigma Certification.
