SUMMARY:
Under the guidance of the General Counsel, SVP Regulatory and Public Policy, directs policies and objectives involving matters of government affairs. Implements the company's public policy initiatives in various manners to state, federal and local elected and appointed officials and key opinion leaders. Analyzes proposed legislative actions and determines the potential impact on the organization. Monitors legislative activities and recommends company positions. Plans and accomplishes goals through experience, judgment, and performing a variety of tasks.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Manages and directs the New Mexico state and local governmental affairs personnel to advocate the company's position before state and local governmental bodies
- Maintains ongoing professional contacts with elected and key appointed state officials and others in the New Mexico state political environment
- Identifies and makes recommendations on public policy matters to General Counsel, SVP Regulatory and Public Policy and senior management
- Manages the analysis of public policy issues regarding New Mexico state and local governmental affairs
- Manages the analysis of public policy issues regarding federal governmental affairs
- Manages the communication of public policy positions both internally and externally
- Acts as a positive presence and company representative within the community

QUALIFICATIONS
MINIMUM EDUCATION AND/OR EXPERIENCE:
Bachelor's degree with a public policy focus, and ten years of experience in: legislative policy development, as in-house or external lobbying/advocacy, federal or state agency government affairs or staff experience; experience providing strategic direction and implementation of proactive legislative policy; experience organizing and directing team activities for interactions with government officials; experience conferring with agencies to emphasize weaknesses or merits of specific regulation to influence policymaking process; or equivalent combination of education and experience.
Master's degree preferred.
