PURPOSE

The Safety and Environmental Coordinator will assess operations of EPB for environmental protection, safety, health, risk control, and regulatory compliance. This position will evaluate training needs, and conduct training for all job classifications. The position will support and provide direction, as appropriate, to the field crews to ensure they are qualified to perform the functions of their position to prevent accidents, are aware of the environmental impact of their tasks, and reduce risk. DUTIES AND RESPONSIBILITIES

Coordinate the Environmental Protection program by:

  1. Performing PCB record-keeping in compliance with EPA federal regulations 40 CFR.761.
  2. Coordinating the disposal of PCB electrical equipment and PCB debris.
  3. Coordinating oil-soaked soil management and disposal.
  4. Assisting with PCB and Non-PCB oil spills.
  5. Maintaining spill records and follow up on clean-ups.
  6. Performing PCB sampling and testing.
  7. Coordinating PCB labeling system.
  8. Inspecting transformer storage areas on a periodic basis.
  9. Maintaining inventory of spill clean-up materials and stock the spill trailer.
  10. Performing spill clean-up handling procedures training for all applicable personnel.
  11. Performing environmental audits.
  12. Manage the Universal Waste program
  13. Coordinate Safety training in compliance with 29CFR.
  14. Review and revise the EPB SPCC Plan as required.
  15. Prepare the annual HazMat and Used Oil Transport reports as well as conduct inspections and any Air Permitting as required by 40CFR

  • Responsible for the researching, development, scheduling, and presentation of the non-operating Safety Meetings. Track attendance of safety meetings and provide reports as necessary.
  • Manage fire extinguisher inventory including testing and certifications in accordance with governmental regulations.
  • Develop and present training programs with lesson plans on OSHA as well as Environmental Regulatory topics.
  • Draft operating procedures and requirements in cooperation with internal managers.
  • Communicate with Local, State, and Federal Agencies as it pertains to job-related injuries and site audits
  • Create training requirements matrix (initial-monthly) to indicate specific training elements required to be qualified with job class and for each individual within each job class.
  • Coordinate the EPB OJI Program by processing first report of injuries, scheduling initial doctor's appointments, coordinating with outside Third Party Administrators and performing case management as necessary. May also assist the Safety Manager and Risk Control Specialist in the evaluation and negotiation of settlements.
  • Manage and provide detailed reports and tracking information related to the OJI program.
  • Manage the driver's license program.
  • Assure all CDL holders have a current driver's license as well as DOT physical cards.
  • Request and review MVR's from the licensing state on all employees annually.
  • Administer the Drug and Alcohol testing program.
  • Prepare, schedule, and conduct New Hire Safety Orientation Training Programs. Develop and present various training programs to employees transferring to new positions.
  • Oversee the database of the all-rubber goods, testing, and distribution in the absence of the Safety Coordinator as well as provide direction and training. Coordinate any outside vendors regarding the rubber goods supply, testing, and distribution.
  • Work within the department on the selection of safety equipment with the proper application.
  • Oversee the Fire Resistant Program and maintain the database in the Safety Coordinators' absence and provide direction and training when needed.
  • Perform departmental and crew visits/audits. Track and record observations and provide necessary recommendations to the departments.
  • Any other duties as assigned by management.

EDUCATION and/or EXPERIENCE

  • Associate's degree in Engineering or the Natural Sciences or related technical field experience (minimum 4 years) with a minimum of 2 years related experience and/or training.
  • Good understanding of electric circuits as applied to utility work.
  • Previous training and experience with Worker Safety, Workers Compensation, and Environmental Regulations a plus.
  • Good PC skills with the ability to fully utilize application specific software on a detailed level.
  • Excellent interpersonal, verbal, and written communication skills; the ability to use tact and judgment when interacting and corresponding with co-workers, supervisors, customers and governmental agencies.
  • Planning and organizational skills; detail orientation; investigative and analysis abilities.
