JOB SUMMARY
As part of the Operating Authority, the Distribution Control Center Operator is responsible for monitoring the operating condition of lines and equipment throughout the distribution system and making adjustments or directing workers to make adjustments as situations warrant. Plans, directs, and coordinates activities to prevent electric service interruptions and minimize the impact and restoration time of service interruptions.
LEVEL OF RESPONSIBILITY
Entry level professional. Performs assignments with standardized processes. Works under direct supervision. Resolves questions and problems within established standards and guidelines. Follows established procedures to accomplish requirements of job.
ESSENTIAL FUNCTIONS
Independently writes, directs, and approves Hot Line Hold Switching Orders.
Independently writes and directs with supervision complex multiple circuit switching orders.
With Supervision, manages and analyzes the Distribution System including outages, monitoring voltage and load flow, and monitoring CADS/OMS system.
Prioritizes and plans work and resources with area of responsibility, including assessing daily impact of switching and how it affects system contingencies and prioritizing daily activities during shift.
Resolves questions, issues, and problems within area of responsibility.
Performs Operator duties to support 24 hour operations of the DCC.
Maintains Operators Log, reports, breaker operations and SCADA abnormal summary.
Promotes and supports safety awareness.
Follows and ensures compliance with established Standard Operating Procedures (SOPs).
REQUIREMENTS
High School Diploma/GED And 3 years experience in an Electric Services Engineering, Operations, or related Construction Function (e.g., Lineman, Substation Operations Technician, Relay Technician); Or
Associate's Degree in a directly related field (e.g., Electronics, Electrical, Power Technology, Engineering Technology) , And 2 years experience in Electric Services Engineering, Operations, or related Construction Function (e.g., Lineman, Substation Operations Technician, Relay Technician).
Required to maintain permanent residence within a 45 minute driving time to assigned service center.
WORKING CONDITIONS
May be required to work non-standard work schedules to include nights, weekends, holidays, on-call, overtime, and call-outs.
May be required to be periodically available for after-hours emergencies.
Work consists of directing crews in potentially hazardous situations and may involve stressful and extended hours of work.
Occasional overnight travel may be required, for district visits, meetings, training, etc.
Required to maintain permanent residence within a 30 minute driving limit to the DCC to limit response time for emergency work.
Required to obtain and maintain Switchman certification within Six (6) months of job entry.
Requires working extensive hours at multiple computer terminals.

KNOWLEDGE, SKILLS AND ABILITIES (KSAS)
Basic knowledge of Transmission and Distribution Systems.
Basic knowledge of substation switching operations and multiple circuit switching.
Basic knowledge of substation operations, one-lines, substation equipment, relay schemes, and fuse coordination.
Demonstrated ability to understand and interpret switching charts, one-line diagrams, electronic maps, basic prints and drawings.
Knowledge of switchman duties.
Excellent verbal and written communication skills.
Ability to maintain multiple logs to include Abnormal Device Log, Switching Log, Breaker Operations Log, and Operators Log.
Ability to handle stress and work efficiently during emergency and heavy workload conditions, and handle several tasks simultaneously.
Strong ability to handle multiple tasks, troubleshoot issues, and prioritize responsibilities.
Ability to extract data and develop reports.
Ability to effectively use a personal computer with MS Office Suite applications (Word, Excel & Outlook) and strong Excel skills.
Knowledge of outage management process and software applications (e.g., CADS/OMS).
Knowledge of software applications (e.g., ArcFM, Basic Print Reading, Skyview, CCS/SAP).
Strong knowledge of Resource Allocation and Service Restoration practices and procedures associated with service restoration.
Strong knowledge of relevant Standard Operating Procedures (SOPs).
Strong knowledge safety and electrical hazards and ability to communicate safety and electrical hazards in order to ensure safe operation of OGE distribution systems.
Demonstrated customer focus and customer service skills.
Demonstrated ability to work effectively in a team environment.
Demonstrated ability to perform work with and without direct supervision.
Demonstrated ability to adapt to shift work and rotating work schedule.
