Job Summary

This position reports directly to the Manager, Emergency Preparedness, with assigned reporting locations in the Hicksville, Brentwood, Hewlett and Riverhead and other Operations Centers. Individuals will also be required to cover various storm duty locations across Long Island as needed.
This position provides high level technical expertise and functional support for the Outage Management System (OMS) and core applications across T&D Electric Operations, including the four Distribution Operations Electric Divisions, Asset Management and Customer Service organizations.  This role supports OMS updates, IT projects and technical enhancements to restoration plans and procedures.  This role also supports the development and delivery of annual OMS restoration training and exercises.  This position will require Training to be conducted in both virtual and In-person format at various company facilities.

Job Responsibilities

  • This position serves as a clearinghouse for all OMS related issues and requests. It provides core, hands-on OMS training to both MAST and Union field associates, partners with Information Technology, Customer Services, Asset Management, and outside vendors to develop and implement new technologies, upgrades, systems, processes and procedures in accordance with Company and Utility benchmark standards. Responsible for ensuring the OMS provides accurate and timely data to support daily, as well as ad hoc, operational Utility reporting metrics and benchmarks such as: Interruption Reports, Outage map and callback information, storm reporting information, CAIDI, MAIFI and SAIFI to the internal clients (T&D Electric Operations, Customer Services, storm users) as well as the New York State Department of Public Service (DPS). 
  • Provides the full range of technical expertise and functional support for OMS including hands-on training and OMS Modeling (creating outage scenarios, etc.). Responsible for ensuring preparation and availability of OMS Test/Training environment to support conducting annual system restoration drill(s). Partners with IT on all technology issues related to OMS and core applications including: hardware/software, GIS, Reporting BI Tool (SAS VA) and Enterprise Service Bus interfaces to external systems i.e. SCADA, Kubra Notify. Provides responses to data requests/various business/equipment metrics to T&D Electric Operations and Customer Services.
  • Designs and implements upgrades and new technologies (i.e. Mobile Data Capture for Storm Survey Damage Assessment) and associated processes with client groups, with focus on introducing new technologies that enhance the emergency response process. Functions as the OMS clearing-house and on-site expert. Interfaces with internal staffs and clients, outside contractors and vendors, designers and consultants on all issues related to OMS and core applications (MDT and Moblite, GIS extractor/Import application and process, web based map viewer, ArcGIS Online for Mobile Survey Damage Assessment).
  • On-site technical expert - OMS. Responsible for providing accurate and timely business related metrics/reports to support overall T&D Electric Operations and Customer Services business planning and implementation.

Job Specific Qualifications

Required:

  • Bachelor's degree with minimum 7 years of relevant experience or equivalent of 10+ years' minimum Electric Utility Operation business experience.
  • Strong Outage Management Systems (OMS) technical and functional expertise.
  • Knowledge of Supervisory Control and Data Acquisition (SCADA), Distribution Automation (DA), Geographic Information Systems (GIS) and mobile applications. 
  • Knowledge of enterprise business intelligence reporting systems such as: SAS (Base SAS programming, SAS Visual Analytics), Oracle databases and SQL Developer (or equivalent tools).   
  • Demonstrated ability to train OMS users which involves transferring technical knowledge to non-technical end users.
  • Proven success at leading teams and effectively handling multiple projects simultaneously.
  • Demonstrated knowledge of the T&D Electric Operations operational systems and processes.
  • Strong written and verbal communications skills.
  • Proven analytical ability and strong organizational skills.  
  • Good public speaking skills.
