SUMMARY:
Manages the Land Services team performing the negotiation, acquisition, and preservation of right of way (ROW) and other property rights to allow for the installation and operation of electric transmission/distribution and generation facilities. Manages processes associated with right of way services, including surveying, appraisals and valuations, litigation support, document prep and management, rights of entry, and land acquisition. Uses LandWorks project management tools to monitor individual project and overall departmental performance. Performs resource management related to personnel, equipment, and budget. Assists management with long-range strategic direction in relation to the overall Land Services department goals and objectives.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Manages right of way appraisal, acquisition, relocation assistance, fiscal, and title, or property management for electric transmission/distribution activities
Ability to motivate and build a team, manage conflict, delegate and practice innovative management skills
Assigns projects to right of way agents and oversees general work assignments for the group
Ensures consistent processes and strong adherence to right-of-way standards, procedures, and safety guidelines
Manages workflow through project management software (ie. Maximo and Land Works)
With senior oversight, prepares annual Land Services strategic plan; provides goals and objectives, assists with departmental budget preparation, and ensures proper cost management in area of responsibility
Oversees document management by ensuring consistency of documentation; oversees records retention and conformance with Company's records management system
Interfaces with the internal clients and external customers in the dispatch of assigned responsibilities
Interfaces with regulatory agencies and acts as a company representative, negotiating with the agencies, including tribal agencies, and providing input on the development of future regulations
Stays current in areas of expertise, solves, and assists in problem-solving related to the team and department
COMPETENCIES:
Ability to hold employees and contractors accountable for completing all projects in a timely and professional manner, while promoting a safe working environment
Knowledge of electric utility industry, including construction and maintenance activities associated with transmission/distribution and generation facilities
Extensive knowledge of right-of-way acquisition, regulation, and processes and company policies and procedures
Knowledge of tribal relations and land acquisition issues, as applicable
Ability to analyze complex right-of-way acquisition situations, identify strategy, assign resources, and develop and implement strategy for execution, and ensure proper documentation and follow up
Ability to prepare and understand surveying principles including survey and legal descriptions and map and plat reading, etc.
Highly motivated team player with strong leadership skills
QUALIFICATIONS
MINIMUM EDUCATION AND/OR EXPERIENCE:
Bachelor's degree from a four-year college or university with seven to nine years of related experience, or equivalent combination of education and/or experience related to the discipline.
CERTIFICATES, LICENSES, REGISTRATIONS:
Must possess a current, legally valid driver's license and meet the company's driving record requirements.
SUPERVISORY RESPONSIBILITIES:
Hires, trains, evaluates, rewards, and terminates employees. Designs, organizes, prioritizes, schedules, and leads work assignments.
COMMUNICATION SKILLS:
Advanced oral and written communication skills
Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals
Ability to respond to common inquiries or complaints from customers, governmental and tribal agencies, or members of the business community
Ability to write clear, concise documents, memos and correspondence that conform to prescribed style and format
Ability to effectively present information to staff, department director and senior management, public groups, and/or boards of directors
MATHEMATICAL SKILLS:
Ability to apply mathematical operations to compute long term lease and ROW payments, present and future values, etc.
