JOB SUMMARY

The Records Administrator creates, maintains, and manages accurate records of EPB's landbase, land, land rights, and electric and communications systems. This includes management of right-of-ways, agreements, easements, and EPB-owned land. The position is also responsible for coordinating work with other utilities/entities that may attach to EPB facilities or jointly use right-of-ways or easements. In addition, the Records Administrator is responsible for managing the updates to the EPB landbase in the geographic environment and assisting with landbase software upgrades and changes.

DUTIES AND RESPONSIBILITIES

  • Maintain landbase data in the graphical environment, including streets, street names, landmarks, buildings, rivers, city, county, and tax district boundaries. Landbase is maintained for two scales of maps.
  • Update the landbase for new developments and boundary changes associated with circuit reconfigurations, annexations, plotting, and other considerations.
  • Assist with GIS software upgrades and improvements.
  • Coordinate with developers for permissions and access to the property for EPB services.
  • Prepare easement documents and maps from job sketches from Designers.
  • Work with Hamilton County Regional Planning Commission in the subdivision review process by requiring easements to develop subdivisions.
  • Maintain a comprehensive Street name and Subdivision name database for the entire system.
  • Maintain the Joint Utilities Notification System to manage pole transfers and attachments.
  • Create and maintain joint-use tickets, work orders, and CAD jobs as necessary, as well as manage the pole disposition tickets.
  • Coordinate the joint-use inventory between EPB, AT&T, and Comcast (Xfinity).
  • Organize work for rejected poles as turned in by inspectors, billing for miscellaneous URD joint-use, and compiling invoices for pole attachments on joint-use facilities.
  • When necessary, assist with land acquisitions and associated contracts for land purchases.
  • Work with other departments to maintain substation aesthetics and understand how to hold clearances for this work.
  • Assist legal with damage claims.
  • Close completed work orders (WOs) by updating original designs with as-built changes in the work management system.
  • Create and maintain accurate graphical information of EPB's electric and communications system via the current graphics software package.
  • Maintain additional customer information for outage management analysis, matching records between graphics, billing, and equipment databases.
  • Manage premise data: verifying premise location, creating new premises, updating premise information, and validating MSAG data as necessary.
  • Perform field inspections of facilities as necessary to validate records information.
  • Work with city and county in proposing street closures to determine easement retention when necessary.
  • Review and approve the annual lease fee charges for railroad crossings.
  • Negotiate the acquisition of easements with property owners on "System Improvement" projects as needed.
  • Investigate and resolve problems relating to land and land rights.
  • Provide correspondence for the availability of utilities for new developments and correspondence for notifying developers when EPB has completed work in a specific area.
  • Maintain network graphics connectivity and data.
  • Submit appropriate reports on time and perform other related duties as assigned by the Supervisor.
  • Perform scout, bird dog duties, and other responsibilities during storm conditions.

EDUCATION AND EXPERIENCE

  • Associate's Degree in CAD or Electrical Engineering with CAD training or an equivalent combination of related training and experience.
  • 3 years of experience working as a Data Management Tech or related position or a combination of education and experience is deemed acceptable by the Department Manager.
  • Work experience in surveying preferred.
  • Familiarity with courthouse research and tax maps preferred..
  • Understanding of notary law; may be asked to become a Notary Public.
  • Understanding of subdivision plats, legal documents, legal descriptions, and tax records.
  • Understanding of EPB's electric system to read and interpret 46kV maps, distribution maps, and design drawings.
  • Knowledge of electric, fiber, landbase, network systems, graphics, work management, billing, inventory, and CAD software systems.
  • Familiarity with clearances and system operations.
  • Basic knowledge of Microsoft Office programs.

CERTIFICATIONS AND REQUIREMENTS

  • Possess and maintain a current, valid driver's license in state of residence and demonstrate safe and responsible operation of motor vehicles.
  • Ability to plan, organize and perform work promptly and efficiently.
  • Ability to perform with minimal supervision and to communicate effectively with users.
  • Ability to read, analyze, and interpret general business documentation related to the job and to write reports, workflow procedures, and business correspondence.
  • Ability to effectively present information and respond to management, field personnel, customers, and the general public clearly and concisely.
  • Ability to work with basic mathematical concepts such as addition, subtraction, multiplication, division, probability, and statistics.
  • Ability to apply fractions, percentages, ratios, and proportions to practical situations.
  • Ability to research courthouse records and translate "paper easements" to an actual physical location and vice-versa.
  • Understanding of fiber and electric connectivity in graphics to support outage software, facilities management fiber software, and demand and analysis electric software required.
  • Knowledge or the ability to quickly learn other EPB applications such as Powerplan, enQuesta, Omnia, Computer Aided Dispatch, Microstation, Gtechnology, Cascade, AutoCAD, and any Web app.
  • Auditing of EPB System Operator Training beneficial.
