Description

Primary Purpose:

Plan, lead, manage, direct and control all aspects of a defined project; align and hold all stakeholders and all responsible parties accountable to the project; and use the applicable project management methodology, from initiation through close-out, to deliver the required results, on time, on budget, in compliance. Manage an average of 4-7 active projects in various stages of the project life cycle at any given point. Manage high complexity, high impact, customer, key client and/or municipality initiated projects up to $1M or more in gross capital.

Duties and Responsibilities:

  • Define, plan, manage & control assigned projects. Confirm, plan, manage and control the project scope, budget, timeline/schedule, resources/roles and responsibilities, stakeholders, issues, risks, compliance, documentation and deliverables for every stage of a project, from initiation through close-out. Apply the applicable Stage Gate Processes and required documents for the project and work stream. Monitor, anticipate and proactively intervene to manage outcomes, resources, budget and timeline of the project. Identify, manage and appropriately communicate with all stakeholders throughout the process.
  • Lead internal and external resources and stakeholders assigned to prepare and deliver project work through influence. Collaborate, assist, facilitate, provide direction, coordinate the work of all project resources and stakeholders. Establish a team and a working culture that holds resources, supervised by others, accountable to the project, and to support the work of the team. Operate within the defined governance model and roles and responsibilities for the project. Track and provide project related feedback on performance.
  • Solve problems arising during the course of and impacting the outcomes of the assigned projects. Actively monitor and proactively intervene using structured methods to lead the solving/resolution of problems, road blocks, issues and/or risks affecting the project timeline/schedule and outcomes.
  • Define & support project and organizational data and information requirements related to the execution of the project. Confirm total data, information, records/records management and confidentiality requirements. Provide support to timely meet agreed stakeholder information requirements (internal, external, regulatory, resource owners, GRC, management); applying and driving to established policy, procedures, standards and processes. Act as single point of contact for customers and key stakeholders of the project to improve communications; reduce hand-offs; improve management of project outcomes. Regularly and timely, track, report and forecast project and financial progress and results using established tools, timing and methods appropriate for the project.
  • Determine and confirm human and other resource requirements for the project. Arrange and negotiate as needed and secure identified/identifiable required resources from all sources (internal, external, contract, 3rd party, suppliers, customer or governmental entity).
  • Receive direction from and provide support to Portfolio Management to supply Capital Portfolio Management, project performance information needed to manage portfolio and assets. Operate within the defined governance model for the project.
  • Performs other duties as assigned (no more than 5% of duties).

Qualifications

Hybrid Schedule:

  • Although the schedule may vary, typically this will allow the employee to work onsite three days per week and remotely on the remaining workdays.
  • Must reside in Southern California or be willing to relocate upon hire.

Required Qualifications:

  • Bachelor's Degree or equivalent comprised of formal education (and/or certification) and/or directly related work experience required. Science, technical, engineering or math focused or commercial construction related education preferred.
  • Certification and/or substantial education from a recognized, accredited institution in project and/or construction management; or credible alternative comparable to a completed PMP and/or CMC certification preferred.
  • 5 years - experience managing directly comparable projects using a structured methodology, established standards and defined processes managed within a defined model of project governance. Must include responsibility for the performance of project management activities including planning, scheduling, budget analysis/control, resource acquisition, forecasting, stakeholder communications, tracking and management of issues and risks, and project close-out.
  • Project management knowledge, and ability to manage scope, schedule, risks, compliance
  • Financial acumen and project level budget management and forecasting
  • Problem solving and innovation
  • Ability to develop and deliver presentations
  • Knowledge of change management concepts with ability to create awareness of the project plan and objectives and drive desired outcomes.
  • Ability to apply knowledge of specific engineering, technical and/or construction standards and methods, regulations, policies, processes and established practices for a given project.
  • Knowledge of appropriate technology required to enable the work of the project (e.g. SAP, Envision, scheduling and work stream specific tools.

Preferred Qualifications:

  • Large scale construction, engineering, and/or utility project and/or project management experience preferred.
  • Project management work performed in context of a regulated industry and/or activity preferred.
