POSITION CONCEPT
The Director Financial Planning & Analysis has the primary responsibility for directing the financial planning & analysis (FP&A) function for both Tampa Electric Company and certain affiliates under Emera US Holdings, Inc.  This function is responsible for short-term forecasting, budgeting and long-term forecasting of financial statements and financial condition, as well as supporting decision analysis for projects and business initiatives.  This function has a key leadership role in ensuring the completeness and accuracy of financial analysis related to the company's decisions about rate relief and regulatory recovery mechanisms.  This position provides leadership to all areas of the TECO/Emera family regarding financial planning and analysis issues.

PRIMARY DUTIES AND RESPONSIBILITIES 

  • Short-term forecasting.  Directs the short-term forecasting process for Tampa Electric Company and certain affiliates under Emera US Holdings, Inc., which includes forecasted income statement, balance sheet, and cash flows, in addition to the forecast packages provided to Emera and Tampa Electric Company Officers.   This responsibility requires collaboration with the Tampa Electric Company Business Planning team and other impacted constituents for the accurate and timely completion of the short-term forecasts. 
  • Budgeting.  Directs the budgeting process for Tampa Electric Company and certain affiliates under Emera US Holdings, Inc., which includes budgeted income statement, balance sheet, and cash flows, in addition to the budget packages provided to Emera and Tampa Electric Company Officers.   This responsibility requires collaboration with the Tampa Electric Company Business Planning team and other impacted constituents for the accurate and timely completion of the budgets. 
  • Long-term forecasting.  Directs the long-term forecasting process for Tampa Electric Company and certain affiliates under Emera US Holdings, Inc.  These long-term forecasts include the annual 5-year financial forecast, which has forecasted income statement, balance sheet, cash flows, ROE, customer rates and variance analysis, and includes all forecast packages provided to Emera and Tampa Electric Company Officers.  This responsibility requires collaboration with the Tampa Electric Company Business Planning team and other impacted constituents for the accurate and timely completion of the long-term forecasts.
  • Decision support for projects.  Directs the financial analysis of projects included in the work of the Capital Planning team, projects proposed to the Capital Leadership Team (CLT), projects proposed as part of strategic analysis.  This includes ownership of the analysis of all impacts on accretion/dilution, credit metrics, earnings, cash flow, ROE, regulatory recovery and customer rates.
  • Decision support for regulatory recovery.  Directs the financial analysis that supports the completeness and accuracy of calculations related to the company's decisions about rate relief and regulatory recovery mechanisms.   This includes ownership of the analysis of all impacts on financial integrity, earnings, cash flow, ROE, and customer rates.

QUALIFICATIONS
Education
Required:    
        Bachelor's degree in accounting

Licenses/Certifications
Required:   
      CPA

Related Experience
Required:   
     10 years of accounting/financial experience 
Preferred:    Experience with a public accounting firm; experience with external financial reporting; experience with financial planning and analysis

Supervisory Experience
Required: 
       5 years of leadership experience

Knowledge/Skills/Abilities 
Required:  
  Strong knowledge of US GAAP; critical thinking and problem solving; must be a strong leader with excellent communication skills and financial acumen; ability to lead organizational efforts throughout the company to meet financial planning needs. 
Preferred:    Strong knowledge of SEC and FERC reporting and disclosure requirements; a thorough understanding of utility accounting and regulatory procedures & policies; a strong knowledge of financial planning and modeling concepts.
