Description

WORK ILLUSTRATION:

Reporting to the Manager, Engineering of the Engineering Policy and Product Change team the Engineer is responsible to provide a wide range of engineering support services that will ensure technical soundness, reliability, safety and cost effectiveness of the utility and its Electrical Distribution Power System.  The Engineer develops, manages and improves engineering and construction policies including but not limited to, the Conditions of Service, Electrification, Standard Design Practices, Connection Agreements and Operating Agreements.

The incumbent is expected to behave ethically and follow the established code of business conduct, policies and internal control procedures, laws and regulations governing Toronto Hydro.

KEY RESPONSIBILITIES:    

  • Drive the development of engineering and construction policies, including the Conditions of Service, Electrification, Standard Design Practices, Policy Guidelines, Connection Agreements and Operating Agreements.
  • Demonstrates effective project management and process efficiencies; reviews, develops and/or presents business proposals, plans, designs, processes, operational procedures and practices.
  • Provides timely technical support and consultation to the development of strategic policy initiatives.
  • Identifies and analyzes process gaps to establish continuous improvements to better support the execution and maintenance of change.
  • Lead in the development of strategic policy initiatives to solve complex issues involving multiple stakeholders both internal and external to the organization.
  • Engage with external stakeholders including manufacturers, the City of Toronto, Transit Authorities, peer utilities and developers to educate, resolve conflicts and provide a high level of customer service.
  • Collaborate with various internal departments including Design, Engineering, Operations, IT, Regulatory, Customer Care and Finance to analyze issues and develop solutions.
  • Contributes to the development or change of Construction Standards.
  • Support the Ontario Energy Board rate filing process including the development of business cases, portfolio analysis and justification for different programs or quality issues.
  • Advise internal departments in implementing policy compliance processes.
  • Make policy change recommendations supported by business benefits and impacts.
  • Create and deliver presentations that include detailed analyses on various topics.
  • Represents Toronto Hydro in external meetings and/or committees.
  • Participates in implementing corporate goals.                              

REQUIREMENTS:            

  • Bachelor's degree in Engineering. Electrical Engineering preferred
  • 4 + years of Engineering experience, preferably in the Utilities industry
  • Registered Professional Engineer in the Province of Ontario, P.Eng.
  • Experience with technical writing, change management, business process analysis, process re-engineering and continuous improvement
  • Knowledge of electricity distribution engineering, construction, safety rules, utility regulations.
  • Solid understanding and knowledge of designs, standards and technical requirements related to distribution systems.
  • Awareness of project management processes, principles and methodologies
  • Ability to synthesize, evaluate and integrate information from multiple sources, and to provide recommendations for continuous improvement.
  • Ability to work collaboratively on inter-departmental teams and across organizational boundaries.
  • Solid understanding of business issues and challenges, and demonstrates tact and diplomacy specifically in a customer engagement/stakeholder management environment.
  • Excellent analytical, technical, and business solution development skills, including the proven ability to function effectively in a dynamic environment within a multi-disciplinary team setting.
  • Ability to develop dependable feedback systems and tracking.
  • Strong facilitation, presentation, and report writing skills.
