PSE's Environmental Services team is looking for qualified candidates to fill an open Manager Major Facility Siting position!

Specific details regarding the work arrangements for this position will be discussed in further detail during the interview process.

Job Description

Manages and oversees the permitting and siting of major generation and transmission facilities from pre-development through permit acquisition and construction. Provides strategic direction on permit and siting issues and advises on local, state and federal permitting risks and opportunities.  Represents PSE in key agency and municipality relationships and build PSE's reputation with key interested parties. Provides project management and technical guidance for local, state and federal environmental permitting and siting issues associated with proposed clean energy generation and transmission projects. Works in close coordination with other PSE Departments that support facility siting and construction, including Government Relations, Community Outreach, Project Management and Legal.  Manages major facility natural resource and permitting staff, department goals and objectives, develops and maintains budget, as applicable.

Upholds the safety compliance standards inherent in PSE's operating and/or field procedures related to work responsibilities. Promotes and supports a culture of total safety.

Job Responsibilities

  • Employee Safety, Development & Team Building - Provides employees with coaching, feedback, and developmental opportunities and building effective teams:
    • Demonstrates a passion for safety. Promotes and supports a culture of total safety including eliminating at-risk behaviors by conducting safety audits and inspections, eliminating hazards and near misses, and attending safety meetings.

    • Oversees training and development of employees directly and indirectly managed and makes effective staffing decisions. Ensures required training is successfully completed.
    • Challenges and inspires employees to achieve business results.
    • Accountable to ensure employees adhere to legal and operational compliance requirements, as well as safety standards.
    • Conducts and ensures the completion of performance reviews and development plans.
    • Provides coaching, direction and leadership support to team members in order to achieve employee, business, customer, and safety results.
  • Manages and supports the development of local, state and federal permitting and siting strategy for generation and transmission facilities needed for PSE to meet its aspirational Beyond Net Zero carbon reduction goals.
  • Project management, including the coordination of internal and outside consultants, to supporting siting and routing analyses, environmental baseline studies, permit application development and permit acquisition of local, state and federal permits and authorizations. 
  • Coordinates closely with PSE legal to assess risk and strategize and implement on risk mitigation strategies.
  • Advises company management concerning environmental and land use permitting issues.
  • Supports PSE's resource acquisition due diligence efforts. 
  • Oversees the activities of outside consultants retained to assist PSE in local, state and federal environmental permitting and siting matters.
  • Prepares budgets and reports to track costs and progress associated with environmental permitting and siting issues.
  • Participates in and influences the decision-making process with appropriate clients and interested parties.
  • Independently handles, or supervises others who handle, complex environmental matters or projects.
  • Monitors legal and related business trends on environmental issues, educates appropriate parties, and advocates adjustments in PSE's policies and procedures.
  • Coordinates efforts with internal and/or external legal and environmental and cultural resource experts when appropriate.
  • Advocates PSE's interests to internal and external audiences in a variety of environmental matters.
  • Performs other duties as assigned.

Minimum Qualifications

  • BA/BS in environmental studies or equivalent experience.
  • 10+ years of experience in environmental consulting or similar corporate or agency position.
  • 10+ years of experience in the local, state and federal permitting of major developments and/or facilities in Washington and other western states.
  • 10+ years in supporting or drafting environmental review documents under the State Environmental Policy Act or National Environmental Policy Act. 
  • 2 years of supervisory experience. 
  • Lead experience in controversial permit acquisition.
  • Proven background in environmental project management and exposure to broad array of environmental issues.
  • Strong relationships with Washington local, state and federal municipalities and agencies. 
  • Strong management, communication, teamwork, delegation, and problem-solving abilities.
  • Demonstrated capacity to build relationships internally and externally; ability to establish rapport with business clients across the organization.
  • Strong written and verbal communication.

Desired Qualifications

  • Experience leading the permitting and siting strategy for energy generation and/and transmission facilities (or other linear facilities).

  • Experience supporting or leading the permitting and siting strategy for controversial development projects.

  • Experience working on projects that have faced permit appeals.

  • Strong people management skills, including ability to motivate and develop staff.
