PSE's Dam Safety team is looking for qualified candidates to fill an open Senior Engineer - Dam Safety position!

Specific details regarding the work arrangements for this position will be discussed in further detail during the interview process.

Job Description

The Senior Engineering position is in support of PSE's Dam Safety Program which falls under FERC Hydropower Program and Dam Safety Regulations.  The position supports both capital projects and routine operation and maintenance requirements at the Baker River and Snoqualmie Falls Hydropower Projects.  PSE is currently executing the Seepage Reduction Project at Lower Baker Dam which includes installing a "grout curtain" - a series of holes drilled into the bedrock and injected with cementitious grout to reduce the water seepage through the dam foundation and abutments. The production grouting program is expected to continue through early 2025. Following completion of the Seepage Reduction Project a Crest Improvement Project to modernize the spillway is planned and is currently under design by consultants.  Lower Baker Dam is a concrete gravity arch dam.  In 2025 the Spillway Stabilization Project is scheduled to be constructed at Upper Baker Dam.  Upper Baker Dam is a concrete gravity dam with associated earthen embankments to impound Baker Lake.  In addition to the large capital projects at the Baker Hydroelectric Project, PSE Dam Safety performs routine surveillance and monitoring of both Lower and  Upper Baker Development and Snoqualmie Falls to include inspections and instrumentation monitoring.  

The position provides professional engineering service and support in the planning, construction, operation, maintenance, and analysis of PSE Hydropower facilities and assets. Schedules and coordinates major segments of complex dam safety projects to meet cost and time objectives. Reviews design and documentation to ensure compliance with FERC Dam Safety regulations and PSE expectations. Interprets and applies existing guidelines and engineering principles, practices, and theories toward the completion of assignments involving a substantial degree of complexity, with many interrelated elements requiring considerations not previously encountered. Supports the continued development of PSE's engineering workforce by sharing knowledge with others.  Upholds the safety compliance standards inherent in PSE's operating and/or field procedures related to work responsibilities. Promotes and supports a culture of total safety.

This position may be subject to random DOT drug and/or alcohol testing.

This job is considered "safety sensitive" as defined in RCW 49.44.240 and is subject to pre-employment drug screening that includes screening for the presence of marijuana and marijuana metabolites.

Job Responsibilities

  • Provides technical support to PSE's Dam Safety Program.  Familiarity with FERC Engineering Guidelines for the evaluation of Hydropower Projects is required to complete Dam Safety Surveillance and Monitoring Plans and Reports.  Understanding the hydropower license requirements to support water management decisions and reservoir operations.
  • Prepares designs, procedures, standards, studies and analyses.  Provides a detailed design review of internal or external technical documents.
  • Ensures compliance with codes, standards, and design, operation, and maintenance requirements.  Identifies potential areas of weakness with assigned work, and initiate corrective action.
  • Communicates solutions to personnel possessing a wide variety of educational and employment backgrounds, including in public forums in both verbal and written forms.  Documents and shares work with others to strengthen the depth and breadth of skills within PSE's engineering workforce.
  • Prepares cost estimates and project evaluations without direct supervision.  Plans and develops project budgets with appropriate documentation.  Ensures that problem solutions are tailored to PSE's business environment.
  • May lead or coordinate the work of junior engineers, engineering assistants, field technicians, and others who assist on specific projects. (This includes contractor/consultants.)
  • Performs other duties as assigned.

Minimum Qualifications

  • Bachelor of Science degree or PE license in electrical, mechanical, civil or other appropriate engineering field.
  • Substantial experience in planning, design, specification preparation, technical field work, project cost estimating and scheduling (typically achieved after 8 or more years practice as a degreed engineer). Years of acquired experience is provided as a guide and alone does not constitute readiness for job level as individual's skill acquisition rates can vary significantly.
  • Demonstrated organization, documentation, prioritization, and project management skills.
  • Strong interpersonal and communication skills.

Desired Qualifications

  • Civil/Structural/Geotechnical engineering or geology background required to fulfill the dam safety responsibilities.
  • Experience working with FERC Dam Safety regulations and hydropower license requirements.
  • Possession of a Professional Engineering license.
  • Experience working on complex engineering projects.
  • Prior experience in hydrology, water resources.
  • Experience in excel, technical analysis, and statistics in relation to water management and reservoir operations.
