Overview

Acts independently under general direction to formulate/define the support and delivery of information technology, providing quality, cost effective and timely solutions. May perform the following roles: application development, support, testing and functional analysis.

Responsibilities

Approaches position with a team attitude. Accepts and extends assistance from/to teammates and business partners. Supports team and department initiatives.   Conducts oneself in a professional manner.   Provides appropriate, timely feedback to peers, management, clients and others.   Meets deadlines for routine administrative tasks such as status reports and time entry without supervision.   Effectively communicates with clients, peers and departmental management in business matters inclusive of those with technical content.  Blends technical and nontechnical perspectives in verbal and written communications, focusing on the underlying business benefit and/or impact of proposed action.   Provides technical supervision, review and assistance to less experienced staff, ensuring that product implementation is consistent with user requirements and that technical specification is complete and accurate.  

Provides input for team member performance reviews.   Follows IT Service Management processes and may serve in the capacity of Change Advisory Board member, Configuration Coordinator or Problem Coordinator.   Complete work assignments and tasks required by project managers for the defined project methodology   Provides code reviews for any level programmer analyst.   Leads continuous improvement initiatives within the department.   Initiates technical consulting on complex projects.   Handles quality assurance review of the projects assigned.   Develops detailed specs, plans, estimates, schedules and monitors progress of all technical tasks related to development and change activities assigned.  

Independently interacts with departmental business partners to address routine financial, service and business matters. Recommends action on issues involving equipment acquisition and maintenance, contract negotiation, acquisition financing and consultancy requirements.   Addresses routine financial management accountabilities by gathering, compiling and analyzing appropriate investment and/or expenditure data and preparing needed schedules and reports in specified formats. Participates in more complex analyses with assistance from more experienced peers or supervision.  

Ensures total quality methods and other contemporary management practices to deliver on the greatest number of requirements given budget and resource constraints.   Reviews all software product and system definition activities ensuring that operational efficiency and functional integrity requirements are met.   Leads in the design, coding, testing, documentation, implementation and maintenance of the most complex programs and major enhancements to ensure existing operational needs are met, while company and departmental procedures, policies, standards and strategies are observed.   Leads and directs large-scale technical evaluation and selection projects, ensuring that operational requirements and functional integrity objectives are met.

Recommends implementation plans and strategies to management.   Leads and directs, or individually executes, technological evaluation and planning projects which lead to the identification and introduction of new, cost-effective solution.   Ensures consistency with company-wide IT strategies and long-term system integration potential.   Works at the highest level of all phases of applications systems analysis and programming activities.   Devises or modifies procedures to solve the most complex problems considering computer equipment capacity and desired results.   Plans and directs company and departmental projects designed to enhance the efficiency and effectiveness of computerized functions and services.   Plans, directs, reviews and approves system documentation.   Plans and monitors responsiveness of staff to technical problems and support requests.   Directs and reviews the overall computing problem analysis, determination and resolution effort, reviewing and monitoring performance and advising management on problem mitigation measures and techniques.

Qualifications

Bachelors degree with seven to nine years related work experience or nine to eleven years related work experience or an advanced degree with a minimum of eight years experience.

  • Additional training in a variety of technical and professional skills and disciplines. A successful academic or work background indicating a demonstrated ability to absorb information, apply conceptual skills in practical applications, achieve desired results in a highly technical, operating environment.
  • Incumbent must effectively deal with the rapid technological and business change while maintaining enthusiasm and displaying sound judgment and common sense.
