To support environmental compliance, responsible for the administration and analysis of the Continuous Emissions Monitoring Systems (CEMS) data management systems including reports to state and federal agencies, troubleshooting, technical support, minimal maintenance and assist with software upgrades, as needed. Provides technical support to maximize the availability and accuracy of CEMS data. Responsible for backup/recovery of the Environmental Operations data management system(s).

LEVEL OF RESPONSIBILITY

General responsibilities with standardized processes. Works under limited supervision. Resolves routine questions and problems. Refers the more complex issues to higher levels. Follows established procedures to accomplish requirements of job. Some latitude for deviation.

ESSENTIAL FUNCTIONS

Helps to ensure compliance with state and federal air quality rules/regulations including review and submission of required electronic data reports (EDRs) and all other necessary documentation (e.g., Monitoring Plans, initial certifications/re-certification, environmental compliance tracking systems and applications).

Participates in training concerning rules and regulations pertinent to OGE Power Plants to team members to facilitate members' understanding and to convey the importance of accurate record keeping and appropriate response to alarms, as required.

Travel to operations sites to provide training and guidance with the focus on environmental compliance status, issues, risks and proposed processes/procedures for collection and retention of all required evidence documentation.

Provide technical guidance to the Environmental Operations staff for implementation of procedures, processes and internal controls into day-to-day business operations to assure seamless compliance with applicable requirements.

Utilize multiple advanced analytical techniques such as critical, creative, conceptual and intuitive thinking to analyze and assess risk in a variety of situations, then generate multiple options and approaches while considering how the solution may change or impact the organization.

Coordinates with CEMS personnel, outside support vendors, Testing Technicians, Envirochemical staff and plant operations to provide maintenance and troubleshooting support to ensure accurate data.

Such support includes: analyzers, PLCs (Primary Logic Control) and data acquisition systems (DAS).

Assists with and/or conducts CEMS software installations and modifications to existing or new CEMS systems with vendors and OGE team members to ensure effective integration with agency reporting software.

Develops and maintains quality assurance procedures which facilitate analyzing and interpreting data (quality assurance) to ensure CEM systems are reading and reporting data within appropriate guidelines.

In cases when the CEMS is generating unacceptable data, member will document and communicate potential causes and recommend corrective actions when appropriate.

Facilitate timely reporting to include coordination of printing and submission of reports with minimal revisions.

Assists in coordinating with OGE IT to maintain networking and communications for all servers and workstations.

Provides support in maintaining the Environmental Data Management System.

REQUIREMENTS

Bachelor's Degree in Computer Science AND 2 years Database Administration experience (i.e. security; trouble shooting; possible repairs compression, etc.), OR

Bachelor's Degree in a science field (i.e. physics, chemistry, etc.), And 2 years Database Administration experience (i.e. security; trouble shooting; possible repairs compression, etc.)

WORKING CONDITIONS

Work is typically performed in an office environment using computer equipment including a keyboard, mouse and computer monitor.

Travel may be required.

May be required to work non-standard work schedules and be on-call to respond to CEMS emergencies.

May be exposed to extreme conditions and inclement weather.

Required to work with multi-crafts crews and other groups.

May be required to wear personal protective equipment (PPE) while working at field office locations.

KNOWLEDGE, SKILLS AND ABILITIES (KSAS)

Working knowledge of database/network administration processes and practices.

Ability to understand and apply state and federal environmental air quality rules/regulations (i.e. 40 CFR Part 75) as applicable to OGE facilities.

Solid understanding and application of computer applications, databases, and reporting software.

Ability to understand and apply EPA quality assurance and guidance set forth in the Code of Federal Regulations (CFR) as they apply to air emission monitoring.

Ability to read and understand pertinent regulatory requirements.

Strong oral and written communication skills in order to effectively communicate with all levels of internal and external customers including the ability to troubleshoot complex problems from remote locations and communicate solutions via phone and e-mail.

Demonstrated ability to prioritize and schedule tasks to meet regulatory requirements.

Strong Computer skills with knowledge of SAP and MS Office applications including strong Excel and Word skills; Sharepoint, SQL Server and Windows knowledge.

Work independently with guidance in only the most complex situations.

Ability to analyze complex data into concise and easily understood concepts and recommendations.

Ability to discern data inaccuracies through technical knowledge and skills.

Ability to apply principles of logical thinking to define problems, collect data, establish facts and draw conclusions.

Strong organizational and time management skills.

Ability to analyze and resolve CEMS software problems, and ability to learn complex regulatory and compliance issues.

Ability to create and deliver effective presentations to internal and external audience.

Computer skills including networking, TCP/IP configuration, and database administration.
