AltaGas - Quality Lead, Projects

Reporting to both the Manager Integrity & Chief Inspector Midstream Operations and Project/Construction Manager, responsible for overseeing the Quality Assurance and Quality Control (QA/QC) requirements of Midstream Operations projects to support the integrity of facilities for their useful life by utilizing controls in design, construction, installation, commissioning, and decommissioning of assets. This role will plan, supervise, and perform quality inspections of project deliverables in collaboration with discipline subject matter experts (SMEs) within AltaGas Midstream Operations. This role will work in cross-disciplinary teams to achieve project deliverables.

You will:

  • Work and collaborate with multidisciplinary teams to achieve Midstream Operations management goals

  • Develop, implement, provide training content, and continuously improve the QA/QC execution Program

  • Liaison with the internal Midstream Operations groups to provide technical guidance and compliance to government regulations for project planning and execution.

  • Support operations and maintenance with small projects initiated by MOCs or facility optimizations

  • Lead and supervise TPI service providers and Inspectors

  • Act as company's point of contact for matters related to the project quality and deliverables of vendors, suppliers, and third-party inspections (TPI).

  • Act as Owners Inspector, as defined by ASME B31 series and as project scope applicability.

  • Develop, implement, and communicate inspection and testing requirements of AltaGas Midstream Operations for incorporation with project requirements documents.

  • Oversee project quality to ensure compliance to codes, standards, regulations, equipment specific specifications, and QMS requirements. Including inspection, nondestructive examination (NDE), factory acceptance testing (FAT), loadout/shipping and project quality deliverables as it pertains to third party inspection activities.

  • Review and approve vendor inspection and test plans (ITP) for completeness to project specifications.

  • Review, certify, and coordinate TPI reports as required by established project quality requirements

  • Participate in reviews, updates, and corrective actions derived from multi-discipline inspections to achieve resolutions.

  • Manage corrective actions and non-conformities arising from inspections and audits

  • Collaborate with AltaGas discipline subject matter expert (SME) as it relates to project requirements and inspection results.

  • Define, monitor, and report key performance indicators (KPIs) for project quality deliverables as it pertains to service and product suppliers

  • Conduct periodic reviews and support audits of the Vendors and suppliers

  • Maintain and collect project inspection data/records to support life cycle phase transitions (i.e., Construction, commissioning and start-up, operations, decommissioning)

  • Audit vendors' quality management systems, contractual service providers as well project specific.

You have:

  • 10+ years' experience in the construction industry with a minimum of 5 years Quality assurance and quality control surveillance/inspection experience.

  • Bachelor of Science (B.Sc.) in Mechanical, Materials, Metallurgical or Chemical Engineering, Civil or other approved engineering disciplines, or

  • Technical Diploma from a two-year program in Mechanical, Materials, Metallurgical, Welding or Chemical Engineering Technology, or other approved engineering disciplines, or

  • High School Diploma plus with a minimum ten years experience in discipline specific third-party inspection (TPI) demonstrated through experience and work evidence.

  • Discipline specific certification(s) (i.e., journeyman, Red Seal Trade, Power Engineer),

  • Hold a valid Alberta In-Service Pressure Equipment Inspector Certificate of Competency,

  • Hold a valid API 510, API 570, API 653, API 1169, API SIFE Inspector Certifications, or National Board In-Service Inspector Certification, or NDE, NACE Coating Inspector, CSA and/or AWS Welding Inspector certifications.

  • Evidence of proficiency towards discipline can be demonstrated to role managing representative for evaluation and applicability to the role's scope of work
