Summary

The Fire Mitigation Planner (Forestry & Special Programs Planner) will provide support to APS Forestry Fire Mitigation crews and job planners so that the division's vegetation management program complies with the department's goals and objectives. Specific to this Planner position are the roles and responsibilities associated with the Fire Mitigation Programs such as Defensible Space Around Poles, Hazard Trees and fuel reduction efforts. As well as response to active wildfire that have a threat to APS infrastructure.  Provide direction, monitor productivity and ensure that arboricultural standards are met in a cost-effective manner compatible with current regulatory constraints.  Keep crews stocked with appropriate tools and supplies.  Evaluate crew performance and conformance with applicable laws, industry standards, environmental regulations, DOT, SPCC, ANSI and OSHA requirements, herbicide product labels and MSDS sheets, APS safety standards, and the APS Vegetation Management Manual. Subject to work hours outside of the normal work schedule and outdoors during inclement weather situations.  Periodically prone to dangers inherent to work sites including exposure to sharp, high-speed rotating equipment, electrical fields, falling and flying debris, difficult terrain, pesticides, and animal, insect, and snake bites.  Involves driving throughout service territory and frequent overnight travel.  Additional duties may include evening and weekend duty.

Minimum Requirements

- Minimum four-year bachelors degree in forestry, arboriculture, biology related field from an accredited college or university AND four (4) years related arboriculture experience. For Planners supporting Fire Mitigation: Of the four years of experience required, at least two years must be in Wildland fire experience. 

- In lieu of bachelors degree, ISA Certified Arborist plus five (5) years arboriculture field experience (of which at least two of those five years of experience is in Wildland fire experience). 

- Driving throughout statewide division territories to various work sites. 
- Working hours outside of the normal work schedule including evening / weekend on call, and overnight travel. 
- Working outdoors during inclement weather or extreme heat or cold situations. 
- Exposure to dangers inherent to work sites including sharp, high-speed rotating equipment, electrical facilities, and infrastructure, falling, and flying debris, difficult terrain, pesticides, insects and wildlife.
- This position requires work to be performed in the field and/or at the work site and is approximately 80% field work, 20% office.

Preferred Special Skills, Knowledge or Qualifications:

For planners supporting Fire Mitigation: NWCG Wildland fire training courses in basic and advanced wildfire management and/or operations, including a minimum of S130/190. 
- ISA Certified Arborist and Utility Specialist certification and/or obtain such certifications within one year of employment and maintain certification. 
- Arizona Department of Agriculture, Pesticide Management Division, Right-of-Way Certified Applicator license and/or obtain such certification within one year of employment and maintain certification.
- Working knowledge of APS policies and procedures, environmental regulations, applicable ANSI and OSHA standards, and DOT regulations.
- Computer experience including Microsoft Office 365 suite.
- Experience communicating effectively across multiple layers of an organization and with geographically distributed field personnel.
- Interpersonal and communication skills, strong problem solving and multi-taking abilities and show attention to detail.
- A strong commitment to environmental stewardship.
