Description
SRP is seeking a regulatory attorney with experience in organized energy markets to join our in-house legal team. This attorney will provide practical and sound legal counsel and support that shapes strategic decision-making in the fast-changing electric industry.

The ideal candidate will have significant experience in organized electric markets and have experience with the role of public power within these markets and advising clients from multiple business sectors in connection with market developments and ongoing operations within the market.

  • Advise on legal issues to support SRP's business units in such areas as emerging energy markets, their development in the Western Interconnection, and the regulatory impacts of SRP's participation in them.
  • Provide routine and specialized legal advice on electric utility markets, electric utility contracting, and related federal, state, and local regulatory requirements, including Standards of Conduct.
  • Assist SRP executives and staff in understanding and complying with general legal and regulatory obligations.
  • Advise SRP staff on FERC orders, FERC rules, and FERC compliance for non-public utilities, including providing applicable training.
  • Work with SRP's regulatory affairs and operating units to prepare and submit comments on proposed rules, regulations and business practices relating to CAISO Energy Imbalance Market, SPP Markets+, and other initiatives in the Western Interconnection.
  • Assist in the preparation and interpretation of business policies and procedures.
  • Collaborate closely with legal colleagues on the analysis, strategy, and resolution of novel legal issues.
  • Perform legal research and independently drafts contracts, memoranda, and other legal documents required for participation in an organized market.

Requirements
  • Minimum of five years of relevant legal experience, gained in-house or in a law firm preferred.
  • Experience with complex utility contracts and transactions, open-access transmission tariff requirements, and related agreements.
  • Familiarity with organized energy markets, with experience in CAISO or SPP preferred.
  • Experience in FERC practice and organized energy markets, including day-ahead markets, real-time markets, regional transmission organizations, or independent system operators, especially for a non-public utility, would be highly valued.

Successful candidate must be admitted to practice law, and in good standing, in the current state of practice; if not Arizona, able to gain admission in Arizona within 6 months of employment.

Education 

Completion of a Juris Doctor (JD ) from an accredited institution.
