PRIMARY PURPOSE OF POSITION
Develop, manage and direct the activities of the Regulatory Strategy & Solutions, Regulatory Affairs & Compliance. Develop and enhance Exelon's regulatory relationship with the Illinois Commerce Commission, its Staff and Stakeholders. Plan and direct the identification, evaluation and analysis of strategic policy options for Exelon's electricity distribution business that create maximum shareholder value. Act as a key regulatory resource to all other business units of ComEd on regulatory matters, strategies and policies. Oversee Compliance and internal operational activities of the department to ensure effectiveness and efficiency in operations. Position may be required to work extended hours for coverage during storms or other energy delivery emergencies.
PRIMARY DUTIES AND ACCOUNTABILITIES
- Plan and direct the identification, evaluation and analysis of strategic policy options using analytical skills and an in-depth working knowledge of legal, regulatory and financial concepts and standards unique to the industry. (30%)
- Manage the Company's anticipation of and response to regulatory issues, coordinating across all business units. Proactively communicate with other business units on regulatory issues relating to their portions of the business. (20%)
- Develop and enhance Exelon's regulatory relationship with the Illinois Commerce Commission, its Staff and Stakeholders in a manner that facilitates ComEd's strategic and business objectives. (20%)
- Manage Exelon's prevention of and handling of formal customer complaints lodged with the ICC. (10%)
- Oversee compliance and internal operational efficiencies and effectiveness, including business initiatives (10%)
- Plan, manage and direct the activities of the Regulatory Strategy & Solutions, Regulatory Affairs & Compliance. (10%)
JOB SCOPE
This position has a direct impact on the successful development and implementation of ComEd's strategic initiatives, with a direct impact on the Company's bottom line.
Qualifications
MINIMUM QUALIFICATIONS
- BS or BA degree in business, economics, legal or other related discipline
- Twelve or more years experience in the retail rate, regulatory, financial, strategic planning, marketing, legal, governmental affairs or economic analysis areas
- Excellent written and oral communication skills are required to represent the Company internally and externally and to testify on behalf of the Company before the ICC
- Must possess highly effective interpersonal skills to interface with members of the Illinois Commerce Commission
- Excellent analytical skills and creative thinking skills are required to direct and oversee activities related to evaluation of strategic options
- Must possess broad understanding of Company strategy and business practices, the workings of the wholesale and retail electricity markets as well as the federal and regulatory landscape.
- Must possess working knowledge of the Illinois Public Utilities Act and the Illinois Administrative Code applicable to electric utilities
- Demonstrated success of building good working relationships with stakeholders and colleagues both internal and external to the organization
- Demonstrated knowledge of principles of management, finance, budgeting and supervision
- 5 years of supervisory experience
