The Senior Manager, Business Development & Regional Business Initiatives is a leadership position charged with developing, maintaining, and negotiating the company's relationships with key regional economic and business development entities and prospective customers.  The Senior Manager will bring a combined business development and public policy focus to a range of key priorities, including support for growing the region's semiconductor and advanced manufacturing industries. The Senior Manager will also work closely with internal teams to support timely and accurate forecasting for electricity load growth.

This position is a member of the Public Affairs team, reporting to the Vice President of Public Affairs, but will work cross-functionally throughout the organization to accomplish objectives.

Key Responsibilities:

  • Business and Economic Development Leader: Specializes in matters of policy, regulation, and stakeholder alignment with regard to economic development policy and key state and regional economic development agencies, including Business Oregon, Prosper Portland, Sedcor, and Greater Portland Inc.

  • Semiconductor, Advanced Manufacturing, and other targeted industry growth: Support regional and company initiatives that grow these key industries in PGE service territory, including working with coalitions to secure federal support.

  • Major regional economic development opportunities: Represent the company to support and provide input on sites of significant regional economic importance, including working with internal teams as needed.

  • Large Customer Load Growth:  Works cross-functionally with engineering and finance teams to ensure accuracy and accountability for inputs to load forecasts and resulting distribution/engineering needs relative to the growth of large loads and key industry segments. Proactively identifies issues that may impact PGE and its customers and analyzes existing and proposed policies and legislation, business practices and rates. Serves as a subject matter expert to others within PGE and provides interpretation and guidance on actual and pending policies/legislation/ business practices/rates that may impact PGE's ability to meet the needs of large customer growth.

  • Transmission Expansion: Expanding the transmission and distribution (T&D) system, both into and within PGE service territory, is needed to ensure reliability during the company's clean energy transition. This position will work closely with the transmission services and transmission planning teams to proactively understand PGE's transmission needs and interests and support our T&D growth plan through regular, direct engagement with a range of key stakeholders, including the Bonneville Power Administration in collaboration with transmission services.

  • Public Affairs: Member of the Public Affairs leadership team. Prepares or oversees preparation of testimony, letters, reports, requests, and filings related to help formulate and propose PGE's interests and minimize adverse impacts. Develops and presents reports and information as assigned. Ensures accurate maintenance of departmental systems and procedures.

Education/Experience/Certifications

  • Requires a bachelor's degree in political science, environmental science, economics, business, engineering or other related field or equivalent experience.

  • Typically, 10 or more years in regulation, public policy, business to business customer relations/negotiations, or related field in area(s) of specialty. Work experience in energy or economic development policy (e.g., Bonneville Power Administration or other Power Marketing Agencies, federal or state agencies, Congress, or state legislature) and/or regulatory environment (e.g., FERC, state public utility commissions, consumer advocate, industry associations) a plus.

  • Advanced knowledge of Power Marketing Administrations and/or utility system regulations

  • Advanced knowledge in Open Access Transmission Tariff policy

  • Intermediate skills and cultural sensitivities to work successfully with foreign owned companies and/or governments on foreign direct investment projects
